Page 3 of 3 The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of the VA Medical Center Memphis, is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed priced service contract for routine and emergency maintenance to be performed on the nine (9) Uninterrupted Power Supply Units (UPS) and Battery System. This contract excludes the replacement of batteries and capacitors. The UPS units are needed to backup vital equipment for the entire medical site. The Government is contemplating Service-Disabled Veteran-Owned Small Business (SDVOSB)/Veteran-Owned Small Business (VOSB) set-aside, if adequate competition exists. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. The Contractor shall provide Full-Service Maintenance Agreement for nine (9) UPS units and Battery Systems. The contract shall include the following: 24/7 coverage (including Holidays) two (2) preventive maintenance visits for the UPS units and Battery Systems four (4) hour response Unlimited service calls Free 24-hour tech support Include labor and travel Contractor inspections shall complete the following tasks: Perform complete visual inspection of equipment components, subassemblies and wiring. Complete electronic alignment and calibration of key circuits. Check AC ripple voltage and current on DC buss. Verify proper float voltage Measure temperature of all components, electrical connections and breakers. Check all capacitors for swelling, extruded vent caps or leaking. Record and calibrate all meter readings. Verify quality of output waveform, inverter gate drives and trigger pulses with Oscilloscope. Clean interior and exterior utilizing general cleaning supplies and vacuum or blown air. Verify proper operation of all cooling fans. Check air filters as required. Check all fuses for continuity. Calibrate all circuits to system specifications. Verify all low voltage power supply voltages. Verify all voltages and currents are within tolerances. Perform transfer to bypass. Verify and calibrate this function. Review performance and action items with the customer. Battery System Measure and record the total battery float voltage and charging current. Visually inspect the jars and covers for cracks and leakage. Visually inspect all connections for evidence of corrosion. Clean and rebuild as needed. Measure and record the ambient temperature. Verify the condition of the ventilation equipment, if applicable. Measure and record 10% cell temperatures. Measure and record the float voltage of all cells. Measure and record all internal impedance readings. Compare readings to historical base lines and take appropriate action. Provide a detailed written report noting any deficiencies and corrective action needed. Physically check all electrical connections for tightness. Check all fuses and breakers for continuity. Calibrate DC charging voltage. Review performance and action items with customer. Other Requirements The Contractor shall perform preventive maintenance in accordance with the original equipment manufacturer (OEM). The Contractor shall provide evidence that they have previous experience to perform the service for this contract. Work shall be performed by fully competent qualified personnel: ""Fully Qualified"" is based upon factory training received from manufacturer and possession of a current annual certificate. A written and an electronic report will be provided to the COR within 10 workdays detailing the results of the inspection, and making specific recommendations toward future remedial action, upgrades, or sparing. Any additional work or charges not included within this service agreement must have the PRIOR approval of the Contracting Officer (CO) before any work or cost are incurred. All contractor/vendor personnel shall report to the COR to be escorted or issued identification badge before performing any work on VAMC Memphis property. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals or quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. No phone calls will be accepted.
