- This Other Transaction Solicitation (OTS) Call (70RSAT20R00000022), Maritime Object Tracking Technology (MOTT), is a technical call issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). �The OTS describes the overarching program details whereas the call describes the specific problem set. For this technical call, DHS is interested in tracking solutions that are interoperable with current USCG maritime and aviation assets that use Very High Frequency (VHF) Radio Frequencies (RF) to track and locate the current generation of Data Marker Buoys (DMB). A possible solution could be tracked by both Automatic Identification System (AIS) and RF. A robust and effective MOTT will bolster USCG mission capabilities. The ability to more clearly mark objects in water with a system that can be more widely used by all USCG personnel will bolster the effectiveness of waterway security, drug interdiction, search and rescue missions and provide aid in navigation techniques, marine safety, and migrant interdiction. The call is open through 12:00 PM PT �2/20/21.� Applications will be accepted on a continuous, rolling basis.� Applications and Application resubmissions received after the closing date/time will not be considered for review. DHS S&T will evaluate applications three (3) times on a quarterly basis.� The quarterly deadlines for submitting an application are: 6/22/2020, 10/20/2020 and 2/20/2021.� Applications must be submitted prior to a quarterly deadline to be evaluated in the respective quarterly review cycle.� Please complete the MOTT Application and submit to dhs-silicon-valley@hq.dhs.gov prior to the deadlines.� Please also check this site for updates to the Call.�
