- DESCRIPTION: The U.S. Army Contracting Command, Rock Island (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is seeking information on commercially available lead-free primers with the capability of being a direct replacement to the Army�s current lead primers. Direct replacement includes the capability of meeting current cartridge requirements. Calibers under consideration would be 5.56mm, 7.62mm, and Caliber .50.� The primers shall meet performance requirements for all primer types mentioned in specification MIL-DTL-46610F, Amendment 4 (for Type I primers). SPECIFICATIONS: Detail Specification for Type I primers, MIL-DTL-46610F Detail Specification Cartridge, 5.56mm: Ball, M855A1: MIL-DTL-32338A Detail Specification Cartridge, 5.56mm, Ball - M855: MIL-DTL-63989E Detail Specification Cartridge, 7.62mm, Ball - M80: MIL-DTL-46931H Detail Specification Cartridge, 7.62mm, Ball - M80A1: MIL-DTL-32487 Detail Specification Cartridge, Caliber .50, Ball - M33: MIL-DTL-10190F The Top Level Drawings are as follows: Cartridge, 5.56mm, Ball M855: 9342868 Cartridge, 5.56mm, Ball, M855A1: 13020533 Cartridge, 7.62mm, NATO, Ball, M80: 10521998 Cartridge, 7.62mm, Ball, M80A1: 13037149 Cartridge, Caliber .50, Ball, M33: 7553097 � The above specifications and drawings are marked Distribution D.� Companies must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specifications/drawings (See https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ for instructions and information). Certifications shall be submitted via DD Form 2345. In order to provide the data to foreign subcontractors, each company must apply for an export license. Delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. PLANNED ACQUISITION: The Government is contemplating the purchase of a small, yet to be determined, quantity of lead free primers from interested competent manufacturers to be used for testing purposes. SUBMISSION INFORMATION: All responsible interested sources should submit a description of the proposed technical solution along with the associated technical maturity. Submissions should include supporting information demonstrating primers will meet performance requirements in specification MIL-DTL-46610F, Amendment 4 (for Type I primers). It is important to include technology details (i.e. Diazodinitrophenol (DDNP), Metastable Interstitial Composites (MIC), etc.), as well as quantity manufactured to date, industry and/or Government adoption, and testing conducted (i.e. Hazard classification, qualification, etc.). Also, include a brief summary of the company�s capabilities, facilities, personnel, and past experience as it relates to the above criteria. The submission should also include summarized test information which is specific to the calibers mentioned in the description.� All potential producers interested in this opportunity must be registered in System for Award Management (SAM) https://www.sam.gov. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.�
