- Notice of Intent to Sole Source - Introduction to Mutual Learning Smart Leaders The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to Roger Schwarz & Associates, 1475 Environ Way, Chapel Hill, NC 27517, in accordance with the authority under FAR Part 13.501(a). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13, including subpart 13.5. The NAICS code is 611430 � Professional and Management Development Training. The U.S. Food and Drug Administration (FDA) is charged with protecting the public health by ensuring the safety, effectiveness, and security of human and veterinary drugs, biological products, and medical devices; ensuring the safety of foods, cosmetics, and radiation-emitting products; and regulating tobacco products. As part of FDA, the Center for Drug Evaluation and Research (CDER) performs an essential public health task by making sure that safe and effective drugs are available to improve the health of people in the United States. DLOD requires professional services support to facilitate specific training paths or individual courses to ensure CDER staff are well prepared to address mission critical objectives. This acquisition is to support the core classes titled Introduction to Mutual Learning and Smart Leaders, Smart Teams and intended to be a sole source acquisition.� Roger Schwarz & Associates (RSA) is the sole contractor that focuses simultaneously on all the elements needed to create the change in CDER to a mutual learning culture: 1) team mindset (core values and assumptions); 2) behaviors; and 3) team structures and processes. RSA has developed and employs proprietary models and approaches for creating this change.� Furthermore, the textbook, Smart Leaders, Smarter Teams, written by Roger Schwarz, together with the course workbook, job aides, and other proprietary materials are essential to this instruction. All training materials utilized in the training are copyrighted by Roger Schwarz and Associates. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government.
