- The Government is issuing this Request for Information to determine a competitive basis for the procurement described. This is NOT a solicitation. No reimbursement will be made for any costs associated with providing information in response to this survey. This survey is for market research purposes only. Only contractors capable of performing this type of work should respond to this Request for Information. USACE Real Property Title Request for Services The U.S. Army Corps of Engineers (USACE), Nashville Disitrict� Real Estate Division anticipates a requirement for a firm-fixed price Blanket Purchase Argreement (BPA) has a need for comprehensive Real Property Title Services in Harlan and Bell Counties, Kentucky and Lee, Buchanan and Dickinson Counties, Virginia for various projects in these counties. The contract is dependent on yearly appropriation of funds by the Congress, State and Local governments. All Title Services and Title Curative actions covered in this BPA must adhere to 2016 U.S. Department of Justice Standards governing the review and approval of title for Federal Land Acquisitions. The BPA will be in place for 5 years and will have a maximm prdering limit of $2M.� Each call order shall not exceed $250,000 Preliminary, Interim and Final Title services will be for both residential and non-residential properties defined by ownerships with two or less habitable residential structures (attached or detached). Title Services for non-residential properties are defined by ownerships with more than two habitable structures and ownerships with structures capable of containing a commercial enterprise even if vacant or needing renovation or a combination of the above including churches. Unimproved land title of ownership for the purposes of this contract shall be considered residential if the part to be acquired is less than 5 acres in size. Unimproved land shall be considered non-residential if the part to be acquired is larger than 5 acres in size or smaller than 5 acres but the ownership contains a commercial enterprise such as a used car lot, parking lot, mobile home park etc. The properties in Harlan and Bell Counties are located along the Cumberland River and it�s major tributaries. The properties in Lee County, Virginia are located along the Highway 58 corridor. The properties in Buchanan County, Virginia lie along the Levisa Fork River and its tributaries. The properties in Dickinson County, Virginia lie along various tributaries. The nonresidential types of properties range from storefronts containing a newspaper office, funeral home, hardware store, bank, offices, fast food etc. There will be some unimproved properties and partial acquisitions of fee simple estates and less than fee simple estates. General Title Service Requirements The contracted Attorney or Title Agent must hold a valid State License as an Attorney for the state in which the subject property is located. The Title Contractor must have extensive working knowledge of Real Property ownership processes and Title Curative procedures under the 2016 U.S. Department of Justice Title Standards. The Title Contractor must have previous experience in Title Searching and coordinating Title Insurance products for similar properties in the same geographical area as described in this Statement of Work. Title Standards: The Title Contractor must be familiar with and have written reports that conform to Standards established under the requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended; Federal Regulations 49 CFR, Part 24; USACE EC 405-1-04, 2016 U.S. Department of Justice Title Standards as provided on ALTA U.S. Policy Form (9-28-91) Revised (12-03-12)[AA].
