- DEPARTMENT OF DEFENSE WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE SOURCES SOUGHT NOTICE Section 508 Compliance Remediation Support Services Human Resources Directorate (HRD) AJM52820201409 Washington Headquarters Services (WHS) Acquisition Directorate (AD) on behalf of the Human Resources Directorate (HRD) Individual and Organizational Development ( I & OD) is conducting market research to locate qualified, experienced and interested businesses from Small Businesses, 8(a) Certified Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses to provide Section 508 Compliance Remediation Support Services. Background Section 508 of the Rehabilitation Act of 1973 as amended is a set of standards that requires Federal agencies to make Information Communication Technology (ICT) accessible to employees and members of the public who have disabilities in a comparable manner to the access experienced by employees and members of the public without disabilities. Section 508 is an amendment to the Rehabilitation Act that is specific to ICT.� Section 508 requires that ICT comply with specific standards designed to provide and improve accessibility. Sources Sought Notice This Sources Sought Notices is for informational purposes only. �It is not to be construed as an obligation on the part of Washington Headquarters Services /Acquisition Directorate (WHS/AD).� In order to proactively plan for future requirements, WHS/AD is conducting market research to locate qualified, experienced, and interested parties who have the capability to provide Section 508 Compliance Remediation Support Services. This Sources Sought Notice is not a request for proposal (RFP) nor does it restrict the Government as to the final acquisition strategy. �No contract will be awarded from this announcement. �No reimbursement will be made for any cost associated with providing information in response to this announcement. �At this time no solicitation exists. �Therefore, please do not request a copy of the solicitation. Responses in any form are not offers. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The acquisition has an estimated dollar value range of $850,000 -� $1,000,000. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS: 561410, Document Preparation Services.� Small Business size standard of $16.5 million. Service Requirement Critical Task/Elements �The contractor shall work with existing documents and webpages to ensure that they are compliant and meet current standards for accessibility as defined in the revised Section 508 of the Rehabilitation Act of 1973 and the 508 Refresh of January 2018. The contractor shall prepare test and analyzing content (documents, videos, and other multimedia) to ensure compliance with Section 508 requirements and stay current with Federal, State, and other accessibility requirements. The contractor shall work with Web Content Accessibility Guidelines (WCAG) 2.0 Level AA Standards and to verify all remediated documents meet WCAG 2.1 guidelines at Level AA Compliance. The contractor shall work with Assessing and remediating identified issues and errors on provided documents (MS Word, MS Excel, Adobe Acrobat PDF file types (including scanned PDFs documents) and HTML. The contractor shall work with conducting document accessibility tests using automated accessibility scanning tools and assistive technologies. The contractor shall have a working knowledge and experience with standard 508 testing tools (i.e. Job Access With Speech (JAWS), Web Accessibility Tool Bar, and Inspect. Etc.) � The contractor shall have prior experience performing 508 compliance work with the federal government � Special Requirements SECRET Facility Clearance is required. Please provide the following information: 1.� A brief three to five page synopsis of similar work performed. 2. DUNS and CAGE Code Number. 3. Company name and address., Facility Clearance Level. 4. Company Point of Contact, phone number and email. 5. NAICS codes associated with the company. 6. Socio-economic categories associated with the company (e.g., 8(a), SDB, VOSB, WOSB, etc.). 7. Recommended/suggested contract type for this effort. 8.
