Description

The U.S. Army Contracting Command � New Jersey (ACC-NJ), Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) intends to award a sole source modification to L3 Fuzing and Ordnance Systems (L3 FOS) under the Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, W15QKN-15-D-0012, to continue production of the M762A1/M767A1 Safe and Arm (S&A) Module Assembly. The M762A1/M767A1 S&A is a major component to the Precision Guidance Kit (PGK) Program design and is needed in order to fulfill the PGK mission requirements which is to improve the accuracy (near precision) and effectiveness of cannon artillery fires and provide trajectory-correcting artillery fuze capabilities to the force. The M762A1/M767A1 S&A, which is used in the M762A1/M767A1 Electronic Time (ET) Fuze was Type Classified (TC) in February 2001 and obtained Full Materiel Release (FMR) in August 2003.� The M762A1/M767A1 Safe and Arm (S&A) assembly is an electromechanical device that holds the detonator �out of line� until three events occur.� The three events are: (1) 1000 G minimum setback, with (2) simultaneous 1700-RPM minimum spin (all function), and (3) an arm signal received from the electronics. �There are two electrically initiated explosive elements in the S&A, a detonator and a piston actuator. This effort will be on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. �The Government anticipates issuing a modification to Contract W15QKN-15-D-0012 to extend the last Ordering Period under 30 September 2021, to increase the total contract ceiling by $7,300,000.00, and to procure approximately 80,000 M762A1/M767A1 S&As.� This proposed procurement will not extend past the length of the contract extension of 30 September 2021.
