- National Park Service National Capital Region Office of Acquisition 1100 Ohio Drive Washington, DC 20242 PROJECT ACTION: Pre-solicitation Notice PROJECT TITLE: HARPERS FERRY NATIONAL HISTORICAL PARK VISITOR TRANSPORTATION SYSTEM SERVICES PROPOSED SOLICITATION NUMBER: 140P3020R0014 CLOSING RESPONSE DATE: Proposals will be due 7/24/2020 at 3:00 PM ET. CONTRACT AWARD NUMBER AND DATE: TBD on or about 8/16/2020 GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 6/25/2020. The entire solicitation package, including all attachments, will be available electronically at https://beta.sam.gov/ https://www.fedconnect.net Paper copies of this solicitation will not be made available. PROJECT SCOPE: Harpers Ferry National Historical Park (HAFE), a unit of the National Park Service was established in May 1963 to protect the area's Industrial, Natural Heritage, Transportation, John Brown, Civil War, and African American Heritage. HAFE is located in the historic town of Harpers Ferry, West Virginia. The HAFE visitor transportation system has been in operation since June 25th, 1990. The visitor transportation system (VTS) consists of six (6) 37-Passenger Gillig Coaches, (4) 18 passenger Ford F550 Shuttle Buses; (1) 12 passenger bus; all the vehicles are ADA accessible. Contractor is responsible for the purchase of all parts and supplies required to perform vehicle maintenance and repairs. Supplies and parts must be able to be allocated and allowable. Contractor shall not purchase any supplies or parts for any use other than for the exclusive use of vehicle maintenance and repairs at HAFE. Parts and supplies are not to exceed $25,000 annually without approval from the Contracting Officer�s Representative (COR) and the Contracting Officer (CO). These Commercial Motor Vehicles (CMV) transport park visitors from the Cavalier Heights Visitor Center located at 171 Shoreline Drive, Harpers Ferry, WV to the Park's Lower Town drop-off/pick-up area located on Shenandoah Street year-round utilizing the Gillig buses. A second route will depart from the Cavalier Heights Bus Pavilion and travel to the Camp Hill area, making a stop in between at the Bus Loop at Bolivar Heights. The smaller 18-Passenger Shuttle Buses will be exclusively utilized for this route. The scope and objective of this requirement is for the Contractor to provide; � Class B Commercial Driver's License (CDL) certified Shuttle Bus Drivers to keep the HAFE Visitor Transportation System (VTS) operating during the hours specified in section 3.2. � Class B CDL & ASE certified Bus Mechanic(s) to maintain the buses in accordance with the vehicles manufacture's specifications, service manuals, and warranties and all regulations, policies and procedures set forth by the West Virginia Department of Transportation, the Federal Transit Authority, and manufacturer recommended preventative maintenance schedules. PLACE OF PERFORMANCE: Harpers Ferry National Historical Park, Harpers Ferry, WV. PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price service contract to meet this requirement. SET-ASIDE: This acquisition will be a 100% Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 485999 and the small business size standard is $16.50 million. PRODUCT SERVICE CODE (PSC): V999, TRANSPORTATION/TRAVEL/RELOCATION- OTHER: OTHER PERIOD OF PERFORMANCE: The contract performance period is expected to be 1 year from the start date on the award. PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated that a Pre-Proposal Conference / Site Visit will be scheduled on or around 6/30/2020 at 9:00 AM ET and the location will be at 235 Zachary Taylor, Harpers Ferry 25425. Specific details regarding the site visit will be provided in the solicitation. SOURCE SELECTION PROCESS: Proposals received in response to the solicitation will be evaluated in accordance with source selection procedures outlined in FAR Part 15 for Best Value Trade Off. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website.
