Description

Pre Solicitation Notice for Headstone Setting Services for Houston National Cemetery, 10410 Veterans Memorial Drive, Houston, TX 77038. RFP 3678620R0057 The Contractor shall furnish all personnel, supervision, professional expertise, vehicles, tools, materials, services, equipment and quality control necessary for work consisting of headstone setting for the Houston National Cemetery. This is a performance-based contract for cemetery headstone setting services at Houston National Cemetery, San Antonio, Texas and the overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities of headstone installation services. List of headstone services required under this solicitation includes the following: BASE PERIOD: October 1, 2020 (or date of award) through September 30, 2021 CLIN No. Supplies/Services Est. Qty Unit 1001 Set new initial upright headstones 1,700 EA 1002 Set replacement upright headstones 500 EA 1003 Set replacement flat markers 350 EA PERIOD 2: October 1, 2022 through September 30, 2023 CLIN No. Supplies/Services Est. Qty Unit 2001 Set new initial upright headstones 1,700 EA 2002 Set replacement upright headstones 500 EA 2003 Set replacement flat markers 350 EA PERIOD 3: October 1, 2023 through September 30, 2024 CLIN No. Supplies/Services Est. Qty Unit 3001 Set new initial upright headstones 1,700 EA 3002 Set replacement upright headstones 500 EA 3003 Set replacement flat markers 350 EA PERIOD 4: October 1, 2024 through September 30, 2025 CLIN No. Supplies/Services Est. Qty Unit 4001 Set new initial upright headstones 1,700 EA 4002 Set replacement upright headstones 500 EA 4003 Set replacement flat markers 350 EA Project will be from October 1, 2020 or date of award, through September 30, 2021 plus 4, one-year options, if exercised.  This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 561730 is applicable.  Offerors proposals will be evaluated using FAR Part 15 trade off procedures and the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offerors: Listed in descending order of importance: 1. Price 2. Past Performance 3. Technical Capability Technical Capability and Past Performance, when combined, are approximately equal to cost or price.
