Description
The purpose of this synopsis is to announce the Transportation Security Administration�s (TSA) intent to negotiate a modification to its existing Recruitment and Hiring (R&H) Indefinite Delivery, Indefinite Quantity (IDIQ) contract (HSTS01-16-D-HRM037) with Accenture Federal Services LLC. (AFS) to increase the overall ceiling value of the contract by $68,000,000 to a total of $358,000,000.� This is not a Request for Quotes (RFQ) or Request for Proposals (RFP). No contract award will be made on the basis of responses to this notice. The above referenced single-award IDIQ contract was competitively awarded to AFS (800 North Glebe Road, Suite 300, Arlington, VA 22203-1807) in 2016.� The contract has an overall ceiling of $290,000,000 with a period of performance from 08/31/2016 to 08/30/2021.� Due to the delay in receiving the Authority-To-Operate (ATO) for the R&H system, the increase in hiring volume, the change of the IT security categorization requirement, and other unexpected in-scope changes, TSA anticipates that the ceiling of the IDIQ contract will be reached prior to the contract expiration date of August 30, 2021.� TSA is currently developing its requirements for a new competed contract to replace the existing IDIQ; however, due to its complexity and criticality, TSA does not believe the new requirement can be fully developed and the new contract can be awarded and operational prior to reaching the current ceiling amount of $290,000,000. Accordingly, the TSA intends to increase the ceiling of the contract by $68,000,000 to meet TSA�s ongoing recruitment and hiring needs through the remainder of the contract term while the new effort is processed.� The technical requirements are unchanged and therefore all performance requirements will remain in scope. The proposed contract action is for supplies or services for which the Government intends to negotiate the ceiling increase solely with AFS under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
