Description
The DFC�Acquisition office has a requirement for�a�Personal Services Contractor (PSC) for one (1) FTE�Senior Project Manager for Human Resources.�Work involves serving as the Project Manager to ensure the successful insourcing of the Human Resources Operations function into the DFC�from�the�Interior Business Center?(IBC).� The contractor will develop and monitor progress against the corporation-wide HR transition plan Work Breakdown Structure (WBS), identify�and coordinate all inter-agency efforts necessary to execute the HR elements of the transition of HR Operational Services from IBC to the DFC. Agencies include�the Office of Personnel Management�(OPM), the�IBC, and other external parties.� The PSC will coordinate across corporation departments to ensure adherence to plan deliverables and milestones; identify�and manage dependencies that impact the transition critical path for HR, identify�and elevate risks and issues, and develop contingency plans and mitigation strategies.� As directed,�the PSC will�represent the corporation to other US Government entities and stakeholders on transition issues in a manner consistent with�Deputy Chief Administrative Officer�priorities.� This solicitation is only open to individual applicants.�The PSC shall be a sole proprietor�who will have an employee-employer relationship with the DFC.� The level of effort and responsibility is generally equivalent to a GS-15.� The Government intends to offer a single, firm fixed price purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).� The anticipated period of performance is�15 August�2020 to�14 August�2021 with four (4) one-year option periods which will be exercised at the Government�s need or discretion.�� Basis for contract�quote�award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13,�Simplified Acquisition Procedures.�� Applications�and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the�quote�from consideration for contract award.�Award will be made�to the responsible�applicant�whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
