- Description Stand-Alone Contract Title: Strategic Capital Implementation Master Planning. Scope of Service Required: The Network Contracting Office 22 Long Beach (NCO 22L) plans on submitting a solicitation within the next 30 days for the Department of Veterans Affairs (VA), Engineering Service for the purpose of selecting a contractor to provide Strategic Capital Implementation Master Planning. The contractor shall provide Strategic Capital Implementation Master Planning for VA Long Beach HCS while integrating (3) three Major Projects. 1) new O.R. Tower, 2) a new Spinal Care Injury and Rehabilitation Center, and 3) Seismic Upgrades/Renovation of original hospital buildings (1,2,7,8). The provided oversight is in support of the execution of Strategic Capital Implementation Plan (SCIP) approved construction projects within the next 10 years. The contractor will not be required to perform construction contract support services for this procurement. This synopsis will lead to a future solicitation for a Stand-Alone Contract for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 15.204-1, Uniform contract format , and as supplemented with additional information where required. The solicitation will be a request for proposals (RFP). The associated North American Industrial Classification System (NAICS) code for this procurement is 541611, with a small business size standard of $16.5 million. This will be a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Background: The Department of Veterans Affairs (VA), Engineering Service overarching programming goals for this procurement are, A.) Accommodate and support the requirements of the main medical center while integrating the three Major Projects. B.) Document ways to leverage investments in these projects attract additional investment resources and support longer term campus master plan goals and development vision. C.) Define project development options, key performance indicators and typical project workflow processes that can be used to meet growth and change for new healthcare services and specialty center requirements. D.) Execute a fact-finding inclusive planning process for involvement, input and situational awareness of Services Chiefs and key Stakeholder groups. The work tasks outlined in the procurement include: A.) Project Mobilization. 1.) Develop Proposed Charter Project Materials. 2.) Propose Project Charter Review. 3.) Attend Kick-Off Meetings. B.) Problem Definition. 1.) Current Projects, Plans, and Project Development Process Review. 2.) Master Plan Opportunities and Constraints. 3.) Service Chiefs Workshop/Meetings. C.) Program Confirmation and Alternative Development. 1.) Site and Facilities Investigations/Assessments. 2.) Program Alternatives and Possible Courses of Action (COA s). 3.) VAMC Workshop Master Plan Concepts Working Charrette. D.) Leadership Engagement and Prioritization. 1.) Interim Decision-Brief Development. 2.) Decision Brief Meeting. 3.) VAMC Follow-up Meeting. 4.) Plan Recommendations. 5.) Final Decision Brief Meeting. E.) Major Projects Plan Implementation Documentation. 1.) Prepare Major Projects Campaign Plan Documents. F.) Plan Implementation Phase. 1) Strategic Capital Implementation Plan (SCIP) Support. 2.) SCIP Update. 3.) Project Development and Execution Plan. 4.) Program Management Support. Performance Period: The Stand-Alone Contract shall be in effect for One (1) Base Year. The work is anticipated to begin within (14) fourteen calendar days of award and issuance of a Notice to Proceed (NTP). The awarded contract shall state the specific performance period; however, it is estimated that the Month and Year of services will be August 2020 to August 2021. Type of Contract: This is anticipated to be a single award Firm-Fixed Price Stand-Alone Contract. The contractor must demonstrate it possesses both general and specialized capability, knowledge, and skills which will be specifically outlined in the Solicitation. Place of Performance: The primary place of performance will be at the contractor s facilities; however, there may be times where work will be performed at the Government facility (in such case, the place of performance will be VA Long Beach Healthcare System. 5901 E 7th St, Long Beach, CA 90822). Any work at the Government site shall not take place outside of normal business hours, which are generally between 7:30 am and 4:30 pm (PST), or on Federal holidays or weekends unless directed by the Contracting Officer (CO). No questions concerning the actual Solicitation notice will be answered at this time, as there will be an opportunity to submit questions after the actual Solicitation has been publicly posted.
