- The National Institute of Allergy and Infectious Diseases, National Institutes of Health intends to negotiate on an other than full and open competition basis with Mediso USA LLC, 1530 Wilson Boulevard, Suite 115, Arlington, VA 22209, for a full coverage service package for two (2) MultiScan LFER150 PET/CT animal imagers serial #LF000000-008V1 and #LF000000-0009V2. �FAR Part 12 � Acquisition for Commercial Items and FAR Part 13 - Simplified Acquisition Procedures will be used for this acquisition.� This acquisition will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Period of performance is for a base year with two (2) one-year option periods July 1, 2020 � June 30, 2023.� Services shall be performed in Bethesda, Maryland 20892. The Laboratory of Clinical Infectious Diseases, Tuberculosis Research Section are using 18F-fluoro-2-deoxy-D-glucose (FDG) positron emission tomography (PET) and high resolution computed tomography (HR-CT) imaging to monitor response to chemotherapy in tuberculosis patients.� This project requires regular access to PET/CT imaging equipment with sufficient resolution and speed to image 0.1 mm anatomic structures in animals as big as located in our animal biosafety level -3 facility.� To ensure optimal performance, reliability, and to avoid lengthy downtime the lab requires maintenance by specially trained, experienced and certified service engineers that are available locally in Rockville, Maryland, Alexandria and Fairfax, Virginia that can troubleshoot and repair in an expeditious manner.� Only Mediso USA engineers have required original equipment manufacturer (OEM) spare parts and proprietary software to provide the services needed to upgrade and maintain the animal imagers, with the most up to date knowledge of specifications that no other company�s technicians received.� The impact of to the program�s mission if Mediso USA does not service animal imagers could be severe if a component fails, or if serviced with parts and software that are not genuine to Mediso USA.� The full coverage service package consist of the following: telephonic support, and remote troubleshooting; repairs and emergency services that includes: diagnose and correct malfunction during the business hours of 8am � 5pm, replacement of OEM parts of components of the instrument(s) that are deemed worn or defective including x-ray source, shipping and travel; one (1) preventative maintenance to be performed for each MultiScan LFER150 PET/CT during a twelve-month period, travel, OEM parts, and labor, assessment of overall functionality of instruments, cleaning and lubricating the instruments, evaluation and performance of all necessary calibrations, adjustments, etc., one (1) visit involves the full factory re-calibration of the systems, repairing and replacing OEM parts, replacing functioning OEM parts as necessary to prevent future failures, shall provide a detailed service report containing a description of all steps performed during the service visit; and all proprietary software upgrades released for the two (2) MultiScan LFER150 PET/CT during the twelve-month period.� Mediso USA has proprietary rights to the design and software utilized, and is the only company with access to performance verified OEM component parts, spare parts, proprietary software, technical support, upgrades and engineering resources to maintain the original operating specifications.� To use a different vendor and parts may cause the instruments to not be calibrated to optimal specifications such that the samples between experiments will not be analyzed and compared.� Quality of experimental results may be compromised and time lost due to repeated experiments to confirm experimental results.� To provide services where engineers do not have the right credentials to perform remote troubleshooting, repair, or preventative maintenance could lead to the animal imagers becoming non-functioning and unrepairable causing the Government to spend additional funds to repurchase needed equipment for the labs experimenting processes.� Mediso USA do not authorize third-party vendors to service their instruments. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources who can provide the required service maintenance agreement may submit a response that could be considered by email (subject line to reference NIAID-NOI-20-2018412) to Tonia Alexander at talexander@niaid.nih.gov, by 11:00 am eastern daylight time Monday, June 15, 2020.� All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein.� All responses received by the closing date of this solicitation will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� Any responses received by NIAID after this date and exact time specified is late and will not be considered.�
