Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: Ventilation Ducting, Clean and Inspect � SCOPE � 1.1 Intent. None. 3.1.2 Tech Rep. Not applicable. 3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: ? Ducting screens ? Ventilation covers ? Piping ? Insulation ? Cableways 3.1.5 Notification. The Contractor shall provide written notification to the COR, a minimum of 48 hours prior to starting ventilation cleaning work. 3.1.6 Temporary ventilation. The Contractor shall provide adequate temporary ventilation and cooling to each compartment that is affected by the shipboard ductwork cleaning or by securing associated fans, in accordance with the requirements of paragraph 3.1.1.1 (temporary ventilation) of SFLC Std Spec 0000. 3.1.7 Work coordination. The Contractor shall coordinate the accomplishment of this work item with the following work items. Cleaning ventilation ducting that will be replaced is not required. ? HVAC and Chilled Water System, Modify ? SCIF/SUAS � NOTE Coast Guard personnel will operate all shipboard machinery and equipment. � 3.2 Operational test - initial. Prior to commencement of work, the Contractor shall witness Coast Guard personnel perform an initial operational test of the ventilation systems listed in Table 1, to demonstrate existing operational condition. The Contractor shall measure the volumetric air flow rate (in CFM) at all vent terminals within the scope of this work specification using a Contractor provided flowmeter. The flowmeter shall be in good working condition and have current calibration certificate. Submit a CFR. 19 (Rev-0) 3.3 Pre-cleaning visual inspection. The Contractor shall perform a visual inspection of the ventilation systems listed in Table 1 using a borescope prior to cleaning. Submit a CFR with inspection results, including photographs of the duct interior. � NOTE Photos and borescope is not allowed in secure spaces. � 3.4 Marking. The Contractor shall mark the positions of all dampers and air-directional mechanical devices within the vent system(s) before cleaning for informational purposes. These settings shall be modified as necessary upon completion of ventilation cleaning and during testing. 3.5 Ventilation cleaning. The Contractor shall clean and inspect the ventilation systems listed in Table 1, in accordance with SFLC Std Spec 5100, paragraphs 3.4 through 3.5 (inclusive of all subparagraphs). Submit a CFR. 3.5.1 The Contractor shall remove sections of ducting where necessary to ensure all interior surfaces of ducting are cleaned. Any removed sections of ducting shall be restored to original configuration. Renew all gaskets and hardware. 3.6 Post-cleaning visual inspection. The Contractor shall perform a visual inspection of the ventilation systems using a borescope following cleaning. Submit a CFR with inspection results, including photographs of the ducting interiors. � NOTE Photos and borescope of secure spaces are not allowed. � 3.7 System restoration. Upon completion of all work, the Contractor shall ensure the vent systems are completely assembled with all covers and screens and all foreign materials are removed from the systems. Renew all gaskets in accordance with the Coast Guard Drawings listed in Section 2. � NOTE Coast Guard personnel will operate all shipboard machinery and equipment. � 3.8 Operational test � post repairs. After completion of work, the Contractor shall thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. 3.8.1 The Contractor shall measure volumetric air flow rates at the same locations as the initial testing. Compare the flow rate readings with the pre-cleaning readings. The flowmeter shall be in good working condition and have a current calibration certificate. Flow rate readings shall meet the requirements per Table 8-2 of Coast Guard TP 7629. Continue cleaning the system until these requirements are satisfied. Submit a CFR. 3.9 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in PLEASE REFER TO THE ATTACHED SCOPE OF WORK FOR FULL DETAILS.
