N0016419DWP47_P00002 � REQUEST FOR INFORMATION � Overhaul of AN/SPQ-9B Bull Gear Bearing � PSC 5840 � NAICS 332991 Issue Date: 05 JUN 2020 � Closing Date: 15 JUN 2020 � 2:00PM Time Eastern MARKET RESEARCH � REQUEST FOR INFORMATION (RFI): This is NOT A SOLICITATION FOR PROPOSALS and no contract will be awarded from this RFI. MARKET SURVEY: Naval Surface Warfare Center, Crane Division, Crane, IN 47522 intends to award a sole source contract modification for the evaluation and overhaul of AN/SPQ-9B Bull Gear Bearings (Avon Bearing P/N 60535). On 21 NOV 2018, NSWC Crane awarded contract N0016419DWP47 to Kaydon Corporation of Muskegon, MI (CAGE: 32828) for evaluation and overhaul of AN/SPS-49 (P/N 912001), AN/SPS-48E (P/N 195983), and MK-82 Bull Gear Bearings (P/N 2907656). This effort will be conducted on a sole source basis in accordance with statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted data rights to drawings and procedures, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking potential sources to mitigate the sole source basis cited above. Companies with the capability and facility to provide the type of overhaul of the specified bearing are invited to submit information pertaining to their capability to fulfill this requirement. To be considered capable, respondents must be able to demonstrate their experience/expertise in overhauling the specific bearing. Respondents are further advised that the Government does not have a technical data package, and they would be responsible for sourcing all of the technical documents and materials necessary for completing the potential requirement. Responses to this Market Survey must address availability, budgetary cost estimate, and lead time of the solution. All interested parties are encouraged to submit company and production literature, a white paper no longer than 5 pages, and/or other pertinent information (such as, a description with performance parameters and a statement of current availability, summary of prior testing, test reports, and/or identify other Government contracts with similar efforts) for the Government�s consideration. This RFI is for market research purposes only and does NOT constitute a Request for Proposal or Invitation for Bid (IFB). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI is issued solely for information, planning, and market research purposes in accordance with FAR Part 10. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR OTHERWISE PAY FOR THE INFORMATION SOLICITED NOR IS THIS A SOLICITATION. A determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
