Description

NASA/ARC has a requirement to increase the Estimated IDIQ Maximum Value of the Aeronautics and Exploration Mission Modeling and Simulation (AEMMS) Contract.� A modification reflecting this increase, which applies to Option Period Three of the�contract, will be issued for the period June 1, 2020 through May 31, 2021. NASA/ARC intends to increase the estimated contract value of the AEMMS�Contract, which was awarded through full and open competition, to Science and�Technology Corporation (STC) in June 2016.� This increase is required due to an unexpected growth in modeling and simulation for Unmanned Aerial Systems�(UAS), and UAS Traffic Management (UTM), and also analysis of spaceflight��vehicles and overall Artemis architecture.� NASA is using the authority of other than full and open competition, 10 U.S.C. 2304(c)(1).� Justification is based on STCs unique expertise in the development, modification, integration, application, and validation of various modeling and�simulation tools as well as their ability to provide continuity of service through�the end of the current contract. Award to another source during the same�period of performance would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and�unacceptable delays in fulfilling the agency's requirement. The Government does not intend to acquire a commercial item using FAR Part 12.��� Interested organizations may submit their capabilities and qualifications to�perform the effort electronically via email to Naomi Castillo-Velasquez at�Naomi.Castillo-Velasquez@nasa.gov not later than 1:00 p.m. local time on�June 19, 2020.� Such capabilities/qualifications will be evaluated solely for�the purpose of determining whether or not to conduct this procurement on�a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon�responses to this notice, is solely within the discretion of the government.
