Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a solicitation or guarantee to issue a solicitation in the future. This Sources Sought Notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The North American Industry Classification System (NAICS) Code is 541430 Graphic Design Services Small Business Size Standard - $7.5 Million Product Service Code is 7644 Digital Maps, Charts, & Geodetic Products Purpose and Objectives This Sources Sought Notice is issued by VISN 10, Network Contracting Office (NCO) 10 located in Cincinnati, OH for the purpose of collecting information about an Interactive Map Wayfinding System (including website/mobile access) with four (4) option years for the Dayton VA Medical Center. The VA is seeking a contractor to provide for this requirement as soon as practical upon award with installation no later than 4 months after the award date. A draft copy of the SOW is attached. Place of Performance: Department of Veterans Affairs Dayton VA Medical Center 4100 West 3rd Street, (Building 330) Dayton, OH 45428 Responses: Please submit your response in accordance with the following instructions: Responses shall be no more than 5 pages in length. Responses are due by 6/10//2020 at 4:00 PM EST. Responses shall be submitted via email. Emails cannot exceed 10mb. Subject line of the Email shall include this Sources Sought Notice Number Firm Name Indy Interactive Wayfinding. If your response contains proprietary information you will place Proprietary Information in front of the Sources Sought Notice Number. No marketing materials are allowed as part of this Sources Sought Notice. The Government will not review any other information or attachments included in your submission that is not listed herein or exceeds the 5-page limitation. Contractors Federal Supply Schedule Contract that carries the desired services If you do not have a Federal Supply Schedule contract, you shall state open market. Provide the Schedule Provide your GSA/FSS Contract Number Provide the SIN for the design, creation and installation of the Interactive Wayfinding System. Provide the SIN for the annual maintenance/updates to the system once installed. If any of the items are not on your GSA/FSS contract you will mark which items are open market. (552) Dayton VA Medical Center, Ohio DRAFT: Statement of Work (SOW) Facility Wayfinding Solution The Dayton VA Medical Center seeks a contractor to enhance the wayfinding ability of Veterans, family members, and visitors by providing several wayfinding solutions. The project objective is to provide Veterans/viewers with easy-to-read guides as well as an accurate map rendering of the campus. This will be accomplished through a 12-page Campus Booklet with a front and back tear off map that provides a quick reference of the Patient Tower (Building 330) 1st floor. The tear off will include a directory of all departments on the back. You Are Here wall map files will be provided for posting throughout the facility, 14 locations. Prior to visiting the campus, Veterans/viewers would be able to obtain information from the Dayton VA Medical Center internet website about driving, parking, and the various locations/destinations around campus. The interactive map on the web must be the same floor design that they see in hard copy format when arriving to our campus. This provides consistency in the entire wayfinding experience and ensures a more positive Veteran experience. The Dayton VA Medical Center sits on 384 acres with more than 6 buildings housing patient care clinics; making it necessary to provide an appropriate and accurate wayfinding solution for better overall Veteran satisfaction. Contract Awardee (CA) will need to provide the following services: Conduct site visit Assess best wayfinding approach Meet with identified stakeholders Review mapping conditions Identify barriers and develop mutually agreed upon solutions Dayton VA Medical Center will provide floor plan files to vendor 2 weeks prior to scheduled visit. Create aerial photographs for map rendering Vendor will provide photographer Flight dates will be mutually agreed upon and conducted during a clear day under good photography conditions at multiple altitudes across the campus. All files shall be burned to a CD and become the property of the Dayton VA Medical Center Deliverable to the Contracting Officer s Technical Representative (COTR) Participate in 4 conference calls (or as needed) Dates and times will be mutually agreed upon Calls will not exceed 1 hour unless mutually agreed upon Layout, design, develop, and print 4,000 - Visitor s guide 12 page 7 x 9.5 self-cover booklet Attractive cover design with final approval of the Dayton VA Medical Center. Exterior 3-D rendering of hospital campus, including parking areas with lines, hospital entrances clearly marked, building labels where necessary, etc. As needed interior floor plans depicting primary destinations (with location text labels) and wayfinding features (corridors, elevators, stairwells, vending, restrooms, telephones, etc.) Alphabetical listing of primary and secondary location/services Ancillary hospital/visitor information (visiting hours, smoking/cell phone policy, parking information, cafeteria/gift shop hours, etc.) Dayton VA Medical Center vicinity map depicting interstate highways, major and secondary thoroughfares, prominent landmarks, hospital clinics (CBOC s), etc. Provide 3 hard copy proofs with future proofs provided digitally. 5,000 - Tear off campus maps 8-1/2 x 11 Full color depiction of 1st floor on one side and directory of the hospital on the other 14 - You Are Here wall map (Digital File Only) Provide You are Here Wall Maps using the same design as the campus booklets, single page campus map and interactive map on the desktop/mobile to provide consistency throughout the Dayton VA Medical Center wayfinding solution. Each You are Here Wall Map will be oriented to accommodate the viewers perspective. Interactive map on desktop/mobile platform with ability to locate individual spaces defined in a user-friendly format. Interactive 3-D Rendering and Floor Plans. Point A to Point B Navigation for mobile devices. Standard HTML5 (Compatible on HTML5 browsers) Show Veterans and visitors the best entrance and parking areas based on their destination. Provide route markers through our hospital, showing Veterans and visitors how to get to their requested destination. Incorporate specialty service information, static pictures, videos and hyperlinks. Use roll-overs to display instant information for a building (desktop). Help Veterans become more comfortable with the logistics of our facility, increasing satisfaction with the Veteran Experience. Show turn-by-turn directions, using specific landmarks if needed. Measurements are not to be used because most people cannot keep up with distance. Each floor design on the interactive map will be identical to the hard copy maps that are provided to Dayton VA Medical Center. Blueprints are not acceptable on the interactive map but the same floor designs which are visually pleasing and easy to understand. Floor maps and directions can be printed (B&W or color) so the Veteran and visitor can bring the map with them to see exactly how to get to the department. Veterans and visitors will be able to send the directions and floor images to their mobile phone as they view the interactive map on the desktop version. The phone number will not be distributed or collected for any other purpose. Yearly Software Maintenance Subscription to include Software updates as part of the maintenance subscription. Software to remain on the vendors server in order to perform edits very quickly All edits made to the interactive map on the web will also be made to the hard copy maps simultaneously. This will ensure that reprints will have the latest changes to the campus maps. As signage changes, the interactive maps and the hard copy maps will also be changed (as needed). 10 hours of edits per year are included in yearly software maintenance agreement. The maintenance subscription will be made available for at least 5 years. Ability to reproduce materials as needed in a timely fashion as mutually agreed upon Standard order lots will be agreed upon prior to submission Proof of past performance Provide 6 publicly accessible hyperlinks leading to individual, fully functional, interactive maps your company has developed for facilities of like size and area as our VA Medical Center within the past 3 years. Include the name, address, phone number, and contact person responsible for the administration of that contract as a reference. Provide a written statement on capabilities to meet the requirements of the Statement of Work (SOW). Contractor shall provide proof or link that demonstrates ability to include pictures, videos and corresponding texts embedded in the interactive map. Contractor shall provide proof or link that demonstrates ability to visually indicate route for single and multiple primary destination. Contractor shall indicate if they are able to provide 7 x 9-1/2 Campus Booklet as 12-page hard copy booklet. Contractor is to provide examples of 12-page booklets produced for other VA Medical Centers. Web application is compatible with mobile devices (Android and iOS operating systems) Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient documentation with all deliverables to permit the agency use. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer.
