Description
Flaming Gorge Power Plant MAC Vacuum Testing Sources Sought No solicitation exists; therefore, do not request a copy of the solicitation. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All inquiries or responses shall be submitted to: Bureau of Reclamation, Upper Colorado Region Attn: Connor Roach 801-524-3768 Electronic submissions via email are also acceptable at Croach@usbr.gov Submissions must be received no later than close of business June 12, 2020 at 5:00pm MST 1.0 BACKGROUND The US Bureau of Reclamation, Flaming Gorge Field Division, is seeking interested sources for MAC Vacuum Testing. The work is located at The Flaming Gorge power plant, which is located approximately 42 miles North East of Vernal, Utah on Hwy 191. 2.0 SCOPE The Bureau of Reclamation (BOR), Flaming Gorge Power Plant has seven (7) vacuum circuit breakers that require on site vacuum interrupter pressure testing by utilizing magnetron atmospheric condition (MAC) testing. In total there are 21 vacuum bottles that need to be tested. The Flaming Gorge power plant is located approximately 42 miles North East of Vernal, Utah on Hwy 191. Of the seven vacuum breakers, four are unit breakers, and three are station service feeder breakers. The Unit Breakers are: 4 EA ABB vacuum circuit breaker type 15VHKX 1000 125VDC 3000A Model 11 The Station Service Feeder Breakers are: 3 EA ABB vacuum circuit breaker type 15VHKX 1000 125VDC 1200A Model 11 All seven breakers utilize the same vacuum bottle: Mitsubishi Electric part number 10B30C The last time MAC testing was performed on these breakers was winter 2017-spring 2018. Requirements The contractor shall perform MAC testing on site on all three vacuum bottles in each of the seven breakers. � After testing all breakers, provide a report to the COR on the work results within 14 days (10 business days). The report shall include: � A spreadsheet showing results from MAC testing. � An estimated lifespan of each of the 21 vacuum bottles based on data collected from all MAC testing performed up to that point. � Government will provide available past test results upon request. � Breakers shall retain same functionality after testing that they had before testing. Vendor shall make sure at minimum the following is completed; � Any loosened bolts must be retorqued to correct values. � Any removed parts must be put back. � Notify the BOR of any vacuum bottles that fail MAC testing make any necessary recommendations for replacement. � To minimize unit outage time vendor shall limit testing to one breaker at a time. � Plant personnel will work with contractor to minimize downtime between breakers making them available to test consecutive so not to delay the vendor in testing. � All breakers shall be tested in one mobilization. � Contractor shall provide their own test equipment and related tools. � Government will supply 120VAC. Work will be performed during normal working hours. These hours are Monday through Thursday, 7:00 AM to 5:30 PM. Government will need a minimum of four weeks advance notice to implement necessary outages. 3.0 RESPONSE: Interested offerors/vendors having the experience to perform the work listed above should submit the following: � A capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. � Company name and address, company contact, phone number, e-mail address, Dun and Bradstreet number, tax ID, and SAM.gov registration. � Business size classification (Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) including the number of employees and the number of years in business
