- The U.S. Army Contracting Command - Rock Island (ACC-RI) intends to issue Apptricity Corporation (Apptricity) a sole source modification to its five year contract (W52P1J-17-C-0035) to develop and maintain the Weigh in Motion (WIM) system application interface into the Deployable Automated Cargo Measurement System (DACMS), to provide a seamless interface into Transportation Coordinators� Automated Information for Movements System II (TC-AIMS II).��The resulting contract action is under the statutory authority, as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(&B). U.S. Army, Product Lead Automated Movement and Identification Solutions (PL AMIS) requires Apptricity to improve and perform annual maintenance for the TC-AIMS II commercial supply chain solutions developed by Apptricity.� This system supports Department of Defense (DOD) and Army Missions.� Apptricity Transportation Management Software automates the processes to manage the transport of materials, transportation requests, approval requests, and notification of transportation.� Electronic transaction processing provides enterprise-wide visibility into the transport of materials as shipments are requisitioned, received, loaded, and transported to distributors and end users. DOD logistics offices are required to use the TC-AIMS II software for troop operations throughout the world.� The TC-AIMS II provides transportation agents and deploying units with joint capability to automate planning, organizing, coordinating and controlling global deployment, redeployment, and sustainment activities.� Apptricity retains the intellectual property rights to its software and to any derivative works, improvements, enhancements or software modifications as a result of work under this contract. Without the ability of continued support of TOPS software and license maintenance and continued improvements to the ability for all applications to interface with TC-AIMS II, the DOD would be required to perform troop supplies and equipment movements using outdated, nonfunctional equipment and software, which potentially has catastrophic and costly consequences, resulting in the abandonment of automated processes and returning to manual supply chain management. Human error from manual data entry could compromise troop deployments.� Supply chains for food, ammunition and equipment could be disrupted, potentially affecting the life, health, safety, and security of soldiers and civilians in areas of operation.� Logistical tracking of military assets will be severely hampered, creating scheduling delays and possible mission failure. This pre-solicitation notification, otherwise known as a synopsis, is not a request for capability statements, quotes, or proposals.� This pre-solicitation notice is to comply with the synopsis and posting requirements identified in FAR 5.2.� A copy of the redacted memorandum for limiting competition will be subsequently posted within 14 days of award in accordance with FAR 6.305(a).
