Description

This solicitation will be for indefinite delivery indefinite quantity (IDIQ) contracts in the Multiple Award Construction Contract (MACC) at Ellsworth Air Force Base, South Dakota. The procurement consists of one solicitation with the intent to award to a target of five (5) IDIQ MACC Construction Contracts to the responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value, price and non-price factors considered. The Government reserves the right to evaluate and/or award more than or fewer than the target number of contracts. It has been determined to solicit the MACC solicitation as a Service Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and HUBZone set-aside only. The North American Industry Classification Standard (NAICS) is 237990 and the annual size standard is $30 million. This procurement is to provide new construction, renovation, alteration, demolition, and repair work by design-build or design-bid-build for facilities. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each task order. The jobs will include, but are not limited to, tasks in a variety of trades such as carpentry, roofing, excavation, electrical, plumbing, sheet metal, painting, demolition, concrete masonry, welding, HVAC, asbestos removal, etc. The contract period will be the date of award to 30 June 2031. The guaranteed minimum dollar amount for each contract is $500.00. The maximum dollar value for the MACC is $95,000,000.00. The solicitation will be issued via Beta SAM at https://beta.sam.gov/. No paper copies of the solicitation, specifications, or plans will be issued from this office. Requests for the RFP by any other means will not be accepted. Prospective contractors must be registered in the System for Award Management (www.sam.gov) in order to be eligible for award. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 1 July 2020.
