This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 / 05-06-2020. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430, with a small business size standard of $11.0 Million. The Network Contracting Office 7 is seeking to instructor-led professional and cultural training for the Dublin VA Medical Center. All questions regarding this RFQ must be in writing and may be sent by e mail to Chaz.Bowling@va.gov. Questions must be received no later than June, 09 2020 at 9:30 AM EST. The goal of the CVVAMC medical center is to offer employees high-quality training that equips them with the tools to provide equitable, knowledgeable, and welcoming care for LGBT patients and their families. Objectives The objective of this contract is to obtain the services of a qualified contract instructor-led who will deliver courses following the Instructor Guide, Student Manual and related training activities in a manner which reflects the highest standards of the adult education profession. Prior to, during and after delivery of the course, the contract instructor represents highest standard of professionalism and should therefore present him/herself accordingly. To ensure the highest quality of instruction, the contractor performance is evaluated of the instructor in accordance with this Statement of Work and evaluation instruments used in each training program. Scope Under this contract, the instructor shall deliver courses as described in the tasks below. This scope of work applies to all courses taught at the facility. Program-specific requirements follow this scope of work. The instructor shall: Meet and/or electronically communicate with the Contract Officer Representative (COR) and/or Equal Opportunity Officer (EEO) Program Manager (whichever is applicable) prior to and upon completion of courses to discuss arrival times and any other essential course administrative information which may include pre-course meetings, after-hour discussion of course activity or post course evaluations; Ensure that all audiovisual equipment (when applicable) is in proper working condition and instructional materials/aids, e.g., student handouts, etc., are available before class begins; Prepare for and deliver the course materials as prescribed in the Instructor Guide, including content, sequence, timing, audiovisual presentation and instructional methodology; Administer, correct and review participants work as required for the program and maintain security over all teaching materials. These materials shall not be improperly reproduced or distributed and must be immediately provided to the COR and/or EEO Program Manager (whichever is applicable); Present participants certificates in accordance with established program procedures Return all reusable course materials for which the COR has responsibility, and report equipment damage, loss or inoperability to the COR and/or EEO Program Manager or local education service representative Remove excess papers, used easel pad chart paper and tape on walls or boards and ensure classrooms are left in a neat and orderly condition Meet or discuss (telephone) COR and/or EEO Program Manager with the after the delivery and provide specific recommendations concerning the course, materials, equipment, facilities, etc., as appropriate Ensure that all equipment is used properly and is not removed from classrooms Evaluate and treat participants fairly and equitably at all times Provide a classroom environment that does not permit hostile environment incidents while conducting any class for the CVVAMC Remain alert for drifts in classroom atmosphere that could lead to inappropriate comments Be familiar with the CVVAMC policies and instructions that deal with: equal opportunity in Federal education and training programs, civil rights, equal opportunity and affirmative employment, accessible electronic and information technology, equal opportunity for persons with disabilities, sexual harassment, and harassment and retaliation, internet security, and physical security Provide instructor assessment and participant assessment instrument within 1 day of completion of the class to the COR and/or EEO Program Manager This training will provide the mindset, skillset and toolset that will measurably increase the participant s ability to deliver results in ways that provides culturally competent patient centered care throughout the organization Tasks Training Materials: The following trainings are required, after training the participates should be able to apply the knowledge they learned to their daily work routine: Achieving Health Equity: Terminology, Demographics, Stigmas and Disparities: participants will be able to apply common concepts and terminology used by sexual and gender minority (SGM) people to describe their sexual orientation and gender identity Creating a Welcoming and Inclusive Environment: participants will be able Identify challenges in collecting data about SGM populations Behavioral Health for lesbian, gay, bisexual, transgender, and queer (LGBTQ) patients: participants will be able to identify key health disparities affecting SGM subpopulation Participants will be able to identify and utilize the four core tenets of evidence-based care for SGM patients (e.g., affirming sexual orientation, affirming gender identity, trauma-informed care, and behavioral health integration) Collecting Sexual Orientation and Gender Identity Data: Participants will be able to incorporate actionable steps for routine sexual orientation and gender identity data collection in clinical practice Participants will be able to identify Primary Care and Preventative Health Needs of LGBTQ Patients Participants will be able to identify Human Immunodeficiency Virus (HIV)/Sexually transmitted infection (STI) treatment and prevention for LGBTQ people Participants will be able to understand how identities shape the way we view ourselves and others. Learn how bias influences healthcare quality, access, and outcomes. And develop techniques to reduce bias, improve interactions, and elevate care delivery. Implement practical techniques, such as perspective-taking, emotional regulation skills, and partnership building to reduce stereotyping and manage behaviors Participate will learn the causes of conflict in the workplace Conflict Resolution - positive and negative impacts of conflict Participate will be able to discuss conflict with neutral language and in a non-threatening manner Participate will learn techniques for resolving and avoiding conflict Participates will learn how to improve communication understand and value individual differences in communication styles Participants will learn to develop effective relationships with team members Training: The contractor is responsible for all materials and developing a training curriculum for an estimated amount of forty (40) courses per year for five (5) years if all options are exercised. Each course will have a maximum of thirty-five (35) participants. All classes are to be performed in person unless prior approval is given. The contractor will be responsible for providing up to 2000 users course materials during the period. The contractor will provide this material upon request of the EEO Program Office at no additional cost fourteen (14) days prior to course start date. Participation and interaction is encouraged. The content is organized and easy to follow. The Trainer is knowledgeable about the training topics. The trainer is well prepared. The training objectives are met. The time allotted for the training is sufficient. The training experience is relevant and useful to organization goals. Positive or negative performance can determine whether exercising an option is in the best interest of the Government Surveillance: The government will periodically evaluate the contractor s performance in accordance with the QASP, this will be completed by the COR. SPECIAL REQUIREMENTS The contract will furnish an instructor with a minimum of a master s degree in adult education, healthcare management, or any applicable field. The education requirement only applies to the primary instructor who will be performing and is not needed for secondary instructors on-site or assistants. Security Requirements All contractors performing work on Government facilities will check in with the front desk or security prior to the commencement of work. PERFORMANCE Period: The period of performance (POP) for this contract is for five years, one base year and 4 option years. The estimated effective date is 08/01/2020 07/31/2025 (ULT Completion). Place of Performance: Carl Vinson VAMC 1826 Veterans BLVD Dublin, GA 31021 Hours of Operation: Work is to be performed during normal duty hours, 7:00 A.M. 3:30 P.M.
