Description

NOTICE OF INTENT � SOLE SOURCE MODIFICATION This is a notice of intent to award a sole source modification under current Contract No. HHSN271201500057C (NIDA Ref. No. N02DA-15-9002) with Matthews Media Group, Inc. (Contractor). The purpose of this modification is to reduce the total on-site staffing requirements and extend the final period of performance of the contract due to the delays in performance and the closure of the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) Clinical Program as a result of the COVID-19 pandemic. Specifically, NIDA IRP intends to reduce the total number of on-site staff required by this contract on any given day and to allow for an expanded telework policy where possible. This reduction in work force is necessary to enable a safer work environment when employees are able to return to the workplace. Additionally, NIDA intends to extend the final period of performance under this contract by four additional months from June 24, 2020 to October 31, 2020. Due to the COVID-19 pandemic, the NIDA IRP Clinical Program has been closed since March 19, 2020 to most human research activities. This closure has halted the recruiting, screening, and remuneration services provided under this contract. Extending the contract is necessary to renew the support services and operations that will enable NIDA IRP�s Clinical Program to become operational once work restrictions are finally lifted and the NIDA IRP Clinical Program resumes operations. Once modified, the final period of performance shall be from February 25, 2020 through October This notice is being published by NIH/NIDA in accordance with Federal Acquisition Regulation (FAR) 5.201. The statutory authority for this sole source modification is FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely at the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIDA will not be responsible for any costs incurred by interested parties responding to this notice.
