Description
SOURCES SOUGHT� This Sources Sought updates and clarifies the requirement of the previous Sources Sought, ACCRSA. The U.S. Army Contracting Command � Redstone (ACC-RSA) is issuing this Sources Sought as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Contractor Field Service Representative (CFSR) support for modified Black Hawk Helicopters (UH-60 A/L/M) in use at various Foreign Military Sales (FMS) Outside Continental United States (OCONUS) locations in the Middle East, Far East, Europe and the Americas.� The result of this market research will contribute to the determination of an appropriate acquisition strategy for the government. �The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488190.� The Government anticipates awarding a new Indefinite Delivery Indefinite Quantity (IDIQ) contract.� This effort is anticipated to be procured on a Firm Fixed Price (FFP) and Cost No Fee type contract.� The effort is estimated to be over a 60 month period of performance. This Sources Sought will be used for information and planning purposes only and does not constitute a solicitation.� It is not an Invitation to Bid (ITB) or Request for Proposal (RFP).� No contract will be awarded as a result of this request.� Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government.� All information received in response to this Sources Sought that is marked �proprietary� will be handled accordingly and will not be returned.� In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Respondents are responsible for all expenses associated with responding to this Sources Sought.� The purpose of this Sources Sought is to identify potential sources capable of providing CFSR support for modified Black Hawk Helicopters (UH-60 A/L/M) in use at various FMS OCONUS locations in the Middle East, Far East, Europe and the Americas.� The CFSRs shall be obligated to serve a minimum of 12 months or duration of the contract, if less.� Potential contractors will be responsible for any costs associated with the removal or replacement of CFSRs for the convenience of the contractor, including time of travel, travel/relocation, and training costs for replacement personnel.� The CFSRs shall provide on-the-spot advice to resolve technical problems incidental to the operation of the aircraft. �These services are advisory only and are required to transmit the knowledge necessary to update the FMS customer personnel technical skill capabilities to operate and maintain the equipment. �The CFSRs shall not perform maintenance on the aircraft.� Each FMS customer has aircraft modified to the country�s requirements to include structural, system integration, software, and wiring modifications. �The contractor shall provide engineering and logistical reach back support to address any maintenance faults with the FMS customer�s airframe, to include but not limited to, Major systems, sub-systems, mechanical, hydraulic, electrical, structural, and unique components. �The Government does not own and cannot provide the technical proprietary data necessary to perform these services.� The contractor shall ensure that each CFSR has access to the necessary OEM technical data needed to perform 100% of the services required.. If your organization has the potential capacity to perform 100% of these contract services, please provide the following information: �1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) Tailored Statement of Capabilities (SOC) addressing the particulars of this effort, with appropriate documentation, supporting claims of organizational and staff capabilities identifying corporate experience in providing some or all of the tasks outlined in this Sources Sought; and 3) Procedure for how your organization intends to provide engineering and logistical reach back in regard to the UH-60 A/L/M design (Major Systems, Sub-systems, Structural, Mechanical, Hydraulic and Electrical ) and integrated customer modifications. �Submitted SOC�s by potential contractors shall be no more than 7 pages in length, single spaced, use 12-point Times New Roman font, 8.5 by 11 inch pages, with 1-inch margins. �If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential industry capabilities to����� 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: �compliance with tight program schedules, cost containment, meeting and tracking performance, hiring and retention of key personnel, and risk mitigation; and 4) provide services under an IDIQ contract. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice within 30 days of date of issuance. �All responses under this Sources Sought Notice must be emailed to the Contracting Officer at pamela.s.funk.civ@mail.mil.
