Description
The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of The Center for Surveillance, Epidemiology, and Laboratory Services (CSELS) Division of Laboratory Systems (DLS) Training and Workforce Development Branch (TWDB), intends to award a sole source firm fixed priced simplified purchase order to offer more robust and realistic VR trainings on laboratory safety, quality, and preparedness topics. The main objective is to improve Laboratory Safety training by being able to better evaluate user progress, responses, and evaluations. This project will be able to immerse users in environments with 3d characters captured from real people; able to train laboratorians to identify user-based issues and problems. Thereby training them to prevent costly and dangerous lapses in protocols, procedures, and activities. 3D volumetric video capability is a necessary component of this requirement which requires a HOLOSYS system for creation and/or development. By using this system, we will be able to investigate the creation and use of volumetric video within VR training courses. Georgia State University (GSU) has a HOLOSYS system that has the capability to record live footage that will be converted into 3D volumetric objects. These objects will then be imported into augmented and virtual reality training products. GSU rents out their facility, technology, and operators to accomplish this. They run the hardware and software, process the video and 3D models, and deliver a packaged-up file that can be inserted into our Unity-based training programs. They will also calibrate the room, start recording, and then do all of the post-recording cleanup and processing in order to get us that 3D file. There are only eight (8) HOLOSYS systems in the world. The main office is located in Grenoble, France. The French technology company 4DViews makes one such volumetric capture system and took more than ten years to develop. The three (3) HOLOSYS systems that are partners to 4Dviews that are located in the United States are in California, New York and Georgia. The one at GSU�s Creative Media Industries Institute (CMII), is the largest of the three systems stateside and features 32 cameras in a 30-by-30-foot space that reaches 16 feet high.. Georgia State�s system is the closest to the CDC and more convenient to access for multiple on-site visits which will be more cost effective and efficient. HOLOSYS systems are not portable, and objects that are being scanned need to be moved from their location to the HOLOSYS. Therefore, Georgia State is the only responsible source for these services. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation /response should be emailed to the Contracting Specialist at lsf7@cdc.gov by COB 06-09-2020.� No telephonic quotes shall be considered.
