- NSN 7R-1005-011708383-QE, TDP VER 002, QTY 3 EA, DELIVERY FOB ORIGIN. RFQ SYNOPSIS - Presolicitation Notice for the Repair of NIIN: 011708383 NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to solicit on asole source basis to RUAG Australia PTY LTD (Z4978) in Bayswater, Vic Australiafor the purchase of a repair. RUAG is the only source that has received conditional approval and has expressed interest in the instant procurement. Repair of NSN 7RH 1005 011708383, P/N 211F359-2, Nomenclature: DRIVE UNIT,HYDRAULI,Qty: Three (3), for the F18 Aircraft. The AMC/RMC Code for this requirement is 2C: 2. Suitable for competitive acquisition or repair for the first time. C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge or repair knowledge by the qualified source(s) require acquisition or repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing or repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by theGovernment engineering activity having jurisdiction over the part in the intended application. The Government intends to solicit and negotiate with limited sources. Source Authority: 10 U.S.C. 2304(c)(1), as supplemented by FAR 6.302-1. Source Approval Statement applies to this NSN. The approved sources for this material are listed above and it is expected that award will be made to this firm. Any firm which is not already approved to manufacture this material must submit a Source Approval Request, SAR. This procurement will not be delayed to waitfor a SAR approval. NAICS CODE: 336413 PSC: 1005 UID: UID requirements will apply. Buy American Clauses, DFARS 252.225-7000 (basic) and DFARS 252.225-7001 (basic), will apply and will be posted in the solicitation. The Government intends to acquire these supplies using the provisions, clauses and procedures prescribed in FAR Part 13 and FAR Part 15. Based upon market research, the Government is NOT using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item WITHIN 15 days of this notice. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a response and all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approvedsource you must submit, together with your proposal, the information detailed in the NAVSUP-WSS Source Approval Information Brochure. Additional information for submitting a Source Approval Request package can be obtained at: https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opp. Based on the above information, NAVSUP WSS intends to solicit to RUAG Australia(Z4978) and failure of anyone else to respond to the synopsis within 15 days means they are not interested in this requirement. This procurement is not a Total Small Business Set-Aside. Electronic procedures will be used for this solicitation. RFP/Solicitation willbe posted to NECO. The approximate issue date for the Solicitation/RFP (N00383-20-R-F208) will be 18 June 2020 with an approximate response/closing date of 23June 2020 (5 days). No telephone requests will be honored and no hard copies will be mailed out. Anticipated award date is 30 June 2020.
