Description
The National Institutes of Health, hereby announces the intent to award a firm-fixed price Indefinite Delivery, Indefinite Quantity on a sole source basis �under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The National Institutes of Health intends to solicit and award a sole source contract for the web-based SmartBenefits Program that allows employees/participants enrolled to receive specific dollar values monthly for commuting to and from work directly to the participants SmarTrip Card to Washington Metropolitan Area Transit Authority (WMATA), 600 Fifth Street, NW Washington, DC 20001-2610. This notice of intent to award a sole source contract will be posted for 15 calendar days to verify that no other sources can meet this requirement given only one responsible source and no other supplies or services will satisfy the Government requirements. The Government seeks to avoid substantial duplication of cost that is not expected to be recovered through competition. This 15 calendar day notice shall expire on June 18, 2020 at 12:00 PM Eastern Standard Time. If no credible responses to the intent to sole source are received by the Government, a request for proposal will be forwarded to Washington Metropolitan Area Transit Authority (WMATA). The North American Industry Classification System (NAICS) code for this requirement is 485999 with the size standard of $16.5 million. The proposed contract action will support services for which the Government intends to solicit and negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 6.302-1 entitled �Only one reasonable source and no other supplies or services will satisfy agency requirements�. This notice of intent is not a request for competitive proposals. Interested individuals may identify their interest and capability to respond to the requirement by submitting in writing their name, address, telephone number, email, and a statement regarding capability to provide the specified requirement. �Responses shall be limited to ten (5) pages or less, including all attachments. Interested parties will be considered only if they respond to this notice with clear and convincing evidence that competition would be advantageous to the Government. All capability statements, proposals, or quotes received prior to June 18, 2020 at 12:00 PM Eastern Standard Time will be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated Award Date and Period of Performance: The Government anticipates an award date on October 2, 2020. There will be a base year period and four (4) twelve (12) month option periods. Contract type: The Government proposes the award of an Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Product or Service Descriptions: The SmartBenefits program is web-based program for employers to assign the dollar values of eligible employees� monthly commuting benefits directly to the employees� SmarTrip cards for the sole purpose of the commuting to and from their work location by mass transit. Deliverables: The Contractor will make all funds available to designated participant�s SmarTrip cards on the first (1st) of each calendar month as ordered by the agency through the contractor�s SmartBenefits web based system. These funds will be available to each participant for the entire month, or until the funds are exhausted. Any unused funds be returned to the agency through a credit on the following months�s invoice. For specific questions please contact the Contract Specialist, Ms. Van Holley at holleyv@od.nih.gov.
