Description
This contract action was not awarded competitively. This contract will support the urgent COVID19 equipment shortfall of ventilators for DoD that is placing additional stress on healthcare providers and placing additional risk on healthcare practitioners. High-flow nasal cannula (HFNC) therapy bridges the gap between cheap and disposable high-flow oxygen masks and expensive Non-Invasive Positive Pressure Ventilation (NIPPV). High Velocity Nasal Insufflation (Hi-VNI) HFNC therapy may prevent the need for intubation, or reduce the time needed on a ventilator. Current clinical practice and studies show that HFNC therapy is exceptionally necessary for COVID patients. The AF does not currently have HNFC�s in stock. AFMRA suggested this requirement for DoD hospitals. USAF proceeded with a Justification & Approval (J&A) in accordance with 6.302-2, Unusual and Compelling Urgency, for execution of a BPA to facilitate the recovery effort necessary to address the 2019 Novel Coronavirus (COVID-19) and its threat to USAF. Because COVID-19 is an emerging disease, and there are no vaccines or approved treatments, it is prudent to have adequate flexibility to address this public health emergency and minimize its impact on military readiness. � This acquisition is in support of an urgent and compelling need under the authority of 41 United States Code (U.S.C.) 253(c)(2) as set forth in Federal Acquisition Regulation (FAR) 6.302-2 Unusual and compelling urgency.
