Sources Sought Notice VA-20-00047474 ARX Hardware Security Modules (HSM) Maintenance Subscription Services The Department of Veterans Affairs is conducting market research for comparative solutions for the requirement listed in the chart below. Please see How to respond instructions below to submit proposals/ response or questions if Applicable. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 334111 Electronic Computer Manufacturers. A brief synopsis of the required services is provided below: The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Information Technology Operations and Services (ITOPS), Infrastructure Operations requires subscriptions for the following ARX Hardware Security Modules currently in use at the VA. ITOPS currently uses ARX ProtectServer hardware security modules (HSMs) as a key storage server solution to protect VA Personal Identification Verification (PIV) keys and associated certificates while they are used for discovery. These HSMs are network based cryptographic modules which support the Mass Decryption of Encrypted Messages (MDEM)-Interim Solution Project. They are on VA s network and interact with VA s Public Key Infrastructure (PKI) vendors for access to keys for storage. VA intends to award on a sole source basis to ARX Inc, but is seeking information on comparable products, if available. VA s current subscription expires in September 2020.
