- Carbon Dioxide Coulometer. Sources Sought (Special Notice) 140G0320Q0114 The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified sources capable of providing two Carbon Dioxide Coulometers. See the Salient Characteristics below. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The coulometer Salient Characteristics must include: 1. The CO2 Coulometer must be compatible with the following instruments: UIC CM5230 acidification module and UIC CM5240 automated acidification module to produce % total inorganic carbon data and the UIC CM5200 furnace module to be able to produce % total carbon data. 2. Must include a cell assembly, reagents, accessories, and a cell cleaning kit. 3. The CO2 Coulometer must measure carbon as CO2 in a carrier gas with coulometric precision and 100% efficient coulometric detection. 4. The CO2 Coulometer results must report to a readability to 0.01 ug carbon. 5. Must have a relative standard deviation of 0.2% for standard certified materials. 6. Must have an average analysis time of 7-8 minutes or less. 7. Must not require user calibration. 8. Must have a touch screen display coupled with a keyboard, USB flash drive storage, serial ports for data transfer, and LIMS compatibility. Any response MUST clearly demonstrate compatibility with UIC equipment stated above. The North American Industry Classification System (NAICS) 334516, Analytical Laboratory Instrument Manufacturing, Size Standard 1,000 Employees. All responsible sources may submit capabilities statement detailing the ability to meet the required Salient Characteristics included with this announcement. Potential Contractors must supply evidence that all product will meet or exceed the Government requirement. Responses to this announcement shall only be accepted through electronic mail addressed to sevans@usgs.gov and must be uploaded and received in their entirety no later than 06/17/2020 1300 EDT. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered.
