This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking to obtain brand name or equal silicone implants. Refer to the General Requirements section below for the requested product description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: Brand name or equal silicone implants are needed for the Harlingen, TX 78550 in accordance with the following requirements: Salient Characteristics Requirement Swanson SJO silicone implants Objective Through the advancement of partial and total joint replacement, the surgeon has been provided a means of restoring mobility, correcting deformity, and reducing pain for many patients. VATVCBHCS requires double stemmed flexible hinge implant kits which restore metatarsophalangeal joints disabled by rheumatoid, degenerative, or post-traumatic arthritis for Surgical Service podiatry service line. These implants are joint replacement systems that are manufactured from silicone, metal, and ceramic materials that cannot be expected to withstand the activity levels and loads as support that would be provided by normal, healthy bones. In addition, the system will not be as strong, reliable, or durable as a natural human joint. Place of Delivery - The vendor shall deliver the described herein to: VATVCBHCS VA Medical Health Care Center Receiving Dock 2601 Veterans Way Harlingen, TX 78550 Product Requirements for Swanson SJO Silicone implants: Implant fabrication: Products manufactured from silicone elastomer, EXCEPT the finger, toe, and wrist grommets, which are manufactured from titanium. Sizing measurements: For all implants, a sizing set is available for proper size determination during surgery Sterility: Implants are either provided sterile or non-sterile as indicated on the individual product s label. Use: For single use only Sizes: Standard and Extra Long Pliable, one-piece intramedullary-stemmed cuffed implant Able to preserve the joint space and relationships of the radio-humeral and proximal radio-ulnar joints following radial head resection for rheumatoid, degenerative, or traumatic arthritis. Flexible Hinge Toe Implant available in two stem sizes: standard and small. In addition, sizes zero through seven. Design: Ability to be used as a primary replacement following radial head resection for fractures for radio humeral arthroplasty Flexible double stemmed implant: Specifically designed for the proximal interphalangeal joint of the lateral toes. Ability to be used as an adjunct to resection arthroplasty in cases of moderate to severe hammertoe deformities of toes two through five. Thin titanium shield: Applicable use with toe Implant in rheumatoid patients (i.e. where cutting or abrasion of the flexible implant when contact with thin, sharp bone edges can occur) or in patients who have high activity levels. Contoured to conform to the shape of the midsection of the flexible implant Fabricated from unalloyed titanium for surgical application. Implant application: Implant must fulfill purpose as a dynamic spacer to preserve proper joint space and alignment. Replacement of the radial head for rheumatoid, degenerative, or post-traumatic disabilities presenting pain, crepitation, and decreased motion at the radio-humeral and/or proximal radio-ulnar joint. Grommets: Press-fit titanium to distribute load. The Department of Veterans Affairs is seeking both manufacturers and/or distributors of the exact match or functionally equivalent equipment/ services to the following listed above.
