- The Bureau of Reclamation, Missouri Basin Region, in Billings, Montana is currently conducting market research for preliminary planning to identify prospective contractors for this Supply Acquisition. We are looking for qualified Small Businesses, Small Disadvantaged Businesses, Woman-Owned Small Businesses, HubZone Small Businesses, and/or Service-Disabled Small Businesses that are capable of successfully furnishing the replacement power and control sections for the Powerplant�s existing exciter system. Ancillary to furnishing the new exciter components, the contractor will perform two site visits. The first will be used to collect and verify exciter component salient characteristic, interface and installation requirements, prior to the design and fabrication of the new components. The second visit will be used to provide authorized factory representative consulting to support government installation and commissioning of the overall exciter system, after the new furnished exciter components are installed and tested. The authorized factory representative will also provide maintenance, operation, and testing training. This equipment is to be used at the Spirit Mountain Powerplant in Park County, approximately 6 miles west of Cody, Wyoming. When issued, the acquisition will be a resultant Firm-Fixed Price contract. This Sources Sought Notice is for planning purposes only and shall not be considered as a Request for Proposals (RFP), Request for Quote (RFQ), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Powerplant contains a single hydroelectric generator rated 5 MVA that operates at 6.9 kV. Principal components and salient characteristics for the new, furnished power and control sections of the exciter include Voltage regulator, Firing control circuits, Power amplification circuits, Rectifier bridges and Exciter protective devices. The North American Industrial Classification Code (NAICS) for this action is 335312 � Motor and Generator Manufacturing. The Size Standard is 1,250 Employees. As stated above, the Government is looking for potential SB, SDB, WOSB, HSB, SDVOSB contractors with the specialized experience and resources necessary to manufacturer and supply the equipment identified above. Any qualified companies shall submit a capability proposal demonstrating their ability to successfully manufacture the equipment described above. The Code of Federal Regulations (CFR) 13 CFR � 121.406 � Non-Manufacturer-Rule will apply to this procurement. The Capability Statement shall identify at least three (3) projects similar in scope and complexity completed within the last five years. The documentation must clearly demonstrate the ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with project owners. Contractors shall include their DUNS number. Interested contractors must clearly identify any information it considers sensitive or proprietary. All information received in response to this Sources Sought Notice that is marked ""Proprietary"" will be handled accordingly. Responses to this Sources Sought Notice will not be returned. Respondents are solely responsible for all expenses associated and incurred by responding to this Sources Sought Notice: The Government does not require any cost for participating in this Market Research and Sources Sought. The Government reserves the right to determine how it should proceed as a result of this notice. Capability statements must be submitted no later than June 22, 2020 and sent to Senthia Bruns at sbruns@usbr.gov.
