- NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to award a firm fixed price sole source procurement with Bottom Line Technologies, Inc. 3290 N Ridge Road Ste. 220 Ellicott City, MD 21043-3657 to provide: CLIN 0001 � 300 hours of technical support either by phone or by on-site Date of Award thru one year CLIN 0002 - Option 1 400 hours of technical support by phone or on-site Statement of Work (SOW) Xilinx FPGA Post Training Support Background The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is committed to enhancing the technology used in the current US Navy projects. The contractor will provide post Xilinx training support for the FPGA design engineers. Scope This Statement of Work (SOW) is for a service contract for a contractor to perform: Technical support, phone and on-site Design Services Security The Contractor will ensure that all instructors are subject matter experts and are able to gain access to NSWC IHEODTD to provide technical support (if conducted at NSWC IHEODTD).� 4. Technical Support/Design Service �The vendor shall provide 300 hours of technical support either by phone or on-site. Transit time to and from On-site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site support is required, the contractor will be on-site for support for the full day. Transit time to and from on-site location is billable. 4.1 OPTION 1 - Technical Support/Design Service This is an option to the base contract. If executed, the vendor shall provide 400 hours of technical support either by phone or on-site. Transit time to and from On-site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site support is required, the contractor will be on-site for support for the full day. Transit time to and from on-site location is billable.� The associated North American Industry Classification System (NAICS) code is 611420, �Computer Training �which has an annual size standard of 12 million dollars.� Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.� The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy Agency requirements.""� The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available.� This notice of intent is not a request for competitive quotes; however, the Government will consider all information received by June 17th, 2020.� A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government. �
