- DESCRIPTION: The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Chemical Site Prep services.� The Contractor will be required to provide all labor, supervision, tools, equipment, transportation, materials, supplies, permits, licenses and incidentals necessary to perform the required services.� Work will consist of controlling undesirable vegetation on the Monongahela National Forest through the application of herbicide.� The method of application and the herbicide to be used will depend on the species to be controlled, location and accessibility, distance to surface and ground water resources, and surrounding vegetation.� The objective of this project is to release desired vegetation from competing un-desirable vegetation. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes. LOCATION: Performance of Chemical Site Prep services could be required on Forest Service land within any of the four (4) district areas of the Forest. Gauley Ranger District; Richwood, WV West Virginia Counties:� Greenbrier; Nicholas; Pocahontas; Webster Marlinton / White Sulphur Ranger District; Marlinton and White Sulphur Springs, WV West Virginia Counties:� Greenbrier; Pocahontas; Randolph; Webster Greenbrier Ranger District; Bartow, WV West Virginia Counties:� Pocahontas; Randolph Cheat / Potomac Ranger District; Parsons and Petersburg, WV West Virginia Counties:� Barbour; Grant; Pendleton; Preston; Randolph; Tucker INFORMATION FOR OFFERORS: This requirement is being solicited as a commercial item.� Requests for Proposals (RFPs) are being requested in accordance with FAR Part 12 (Acquisition of Commercial Items). Award of multiple firm, fixed-price multiple year performance based service contracts are anticipated.� The requirement is for a base period and an additional 4 (four) one-year option periods. Vendors should propose prices for all contract items on the Schedule of Items for the base and all option periods.� A minimum of $2,500 is guaranteed in the base period only.� The maximum value for the base period and all option years combined will not exceed $1,000,000. SET ASIDE: This procurement is set aside 100% for Small Businesses.� The NAICS code is 115310 � Support Activities for Forestry and the Small Business Size Standard is $8.0 million. CONTRACTOR QUALIFICATIONS: All Vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract.� Registration in SAM may be completed on the web at www.sam.gov. This solicitation will ONLY be available electronically.� All solicitation documents will be available from the Federal Business Opportunities website (www.fbo.gov) on or around June 17, 2020.� Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
