- This announcement is a Notice of Intent to Award Sole Source by the Space and Missile Systems Center (SMC), Contract Office (PKT), Kirtland AFB, NM. This Notice of Intent does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Department of Defense (DoD), Small Launch and Targets Division (ECLX) has a requirement to establish a Rocket Systems Launch Program Mission Assurance (RSLP MA) Bridge contract for mission assurance support for Rocket Systems Launch Program�s (RSLP) Decommissioned Excess Ballistic Missile (DXBM) solid rocket motor sustainment, DXBM motor aging surveillance, and small launch services. This bridge effort is necessary to provide continuity of services as the Government adjusts to unexpected delays with respect to the COVID-19 pandemic impacts on the contract award of RSLP�s mission assurance follow-on. The bridge contract will be a single-award IDIQ with an ordering period of a year, and no task orders will be awarded once RSLP MA is awarded. The Government has conducted extensive market research leading up to the development of its acquisition strategy for mission assurance, issuing one Request for Information (RFI), Reference Number FA8818-12-R-0026, 4 April 2018, and conducted an Industry Day on 18 September 2018, at which point further industry feedback was collected. Market research substantiates that competition exists among several companies who are capable of performing mission assurance. This acquisition action does not assume that AS&D LLC is the only contractor who can complete this action, only that there are no contractors, at this time, who are capable of performing without an unacceptable delay in services needed. The Government intends to award a Sole Source bridge contract to AS&D LLC under the statutory authority 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements which would result in unacceptable delays in fulfilling its mission requirements. This action assumes AS&D LLC is the only contractor capable of providing this service without causing unacceptable delays to the Government.� The Justification and Approval document will be made available on beta.SAM within 14 days of contract award.
