- REQUIREMENT: The United States Coast Guard is seeking to acquire via purchase or long term lease a minimum of 4 acres, maximum 10 acres of contiguous land for use by the Government. DELINEATED AREA/DETAILS: Waterfront property within the following boundaries: From the vicinity of Carrabelle River, Carrabelle FL to the north, to Crystal River, FL to the south. Properties must have waterfront access to navigable waterways with unimpeded access to deep water. The location must also be suitable for the construction of approximately 20,000 square feet of buildings with associated circulation, parking, landscaping, and recreation (approximately 4 acres minimum) and include 400 feet, minimum, of accessible shoreline for the development of protected waterfront facilities to include moorings for boats up to 45� in length requiring water depth of 6 feet at mean low water. The property may be improved or unimproved. EXPRESSIONS OF INTEREST: Must be submitted in writing and should include at minimum the information that follows. The proof of property ownership or authority to enter into a contract to convey exclusive rights of subject property, such as a warranty deed or a property management contract with owner which includes the owner�s warranty deed. Provide a recent survey, if available. Include information addressing the criteria as listed. Brokers must include owner representation documentation if representing the owner.� CRITERIA: Properties will be ranked based on the following: Geographic location: Provide a map indicating location. Ownership or Term: Preference will be given to properties that are offered for fee simple acquisition over properties offered for lease. For properties available only for lease, willingness to enter into a longer term is preferred. (Note: The Coast Guard cannot grant reversionary interest when acquiring properties fee simple without approval of DHS. Properties offered for sale subject to this restriction will not be considered). Site access: Preference will be given to properties with established, well-maintained roadway access. Parties indicating a willingness to make improvements and provide such access if not currently available will be given similar preference. Elevation: Preference will be given to properties within portions above the 100-year flood plain. It is preferred for all improved portions, other than part of the waterfront, to be above the 100-year flood plain. Preference will be based on the amount of property above the 100-year floodplain. Life-cycle costs: Preference will be given to properties that present opportunities to reduce the overall life cycle cost. Considerations include acquisitions costs, dredging requirements, and existing improvements that can be reduced, as well as structures that cannot be reused and require demolition, thus increasing the cost. Environmental impact/restrictions: Preference will be given to properties where construction will result in less negative environmental impact and locations without costly environmental restrictions. These considerations include ease of obtaining environmental permits, such as those issued by the Army Corps of Engineers, and any associated mitigation and implementation costs. Size: Approximately 4 acres has been indicated as the minimum size, however, larger properties, up to 10 acres, will receive preference. Larger properties better facilitate future expansion and force protection capabilities. Utilities: Preference will be given to properties with close proximity to existing public utilities, including water, sewer, electrical power, natural gas, telephone, cable television, and high-speed internet connectivity.
