Description
Eligibility of Bidders Consultant firms eligible and meeting requirements set forth in the Request for proposals. The Government of Senegal (�GoS�) has been selected for the Millennium Challenge Corporation (�MCC�) Grant (�Compact�) and plans to allocate a portion of the proceeds of funding to the payment of contracts for goods, services and works. The Compact includes an investment of about USD 550 million from MCC and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million. It focuses on three major projects: � The � Modernizing and strengthening of SENELEC transmission network Project � aims to provide quality electricity from the lowest cost sources available to Senelec to meet the growing demand on the interconnected network in Senegal; � The � Increasing Access to Electricity in Rural and Peri-urban Areas Project � aims to increase the quality electricity supply and demand in rural and peri urban areas in Senegal; � The � Power Sector Enabling Environment and Capacity Development Project � has as objective to create an environment favorable to improvement of the financial viability and good governance of the sector for a better quality and quantity electricity supply. The contract listed above and funded under the Compact will be implemented in consistence with principles, rules and procedures set forth in MCC Procurement Guidelines (PPG), which can be found on UFC MCA-Senegal web site (www.ufc-mcasn.com) and MCC web site https://www.mcc.gov/resources/doc/program-procurement-guidelines. The Government is represented in the implementation of this RFP by UFC-MCA Senegal pending the effective start of the Millennium Challenge Senegal is established (MCA Senegal II). As a result, UFC-MCA Senegal will implement this contract on behalf of the Government. Before MCA Senegal II is operational, any reference to action undertaken or rights received by UFC-MCA Senegal in this invitation letter, including in the form of contract, shall be undertaken or received by UFC-MCA Senegal on behalf of the Government, and any reference hereby to MCA Senegal II will be considered as reference to UFC-MCA Senegal during such period. Therefore, UFC-MCA Senegal and MCA Senegal II are equally referred to as �MCA Entity� in this invitation letter and the form of contract. All payments made by MCA entity under the proposed contract are subject, in all regards, to terms and conditions of the compact and related documents, including restrictions on the use and conditions to disbursement of MCC Funding. No party other than the Government and MCA Entity shall have claims or rights from the Compact or the proceeds of MCC Funding. The Compact and related documents can be found in MCC web site (www.mcc.gov) and MCA Entity web site. This invitation Letter is a supplement to the general procurement Notice, issued on DgMarket on May 22, 2020 in the online data base UN Development Business (� UNDB �) of May 20, 2020, on MCA Entity web site (www.ucf-mcasn.com) and on local media, �Le Soleil� and �Le Quotidien� on May 26, 2020. MCA Entity expects consultant firms legally constituted to present the above-referenced Consultant Services (�Proposals�). More information regarding such Consultant Services are provided in the Terms of reference. This Request for proposals is open to all eligible entities (�Consultant firms�) that want to participate. Subject to restrictions set forth in the RFP, consultants can join other consultants to optimize their ability to successfully implement the contract. A consultant will be selected through QCBS (Quality and Cost-Based Selection) method: an evaluation procedure which is described in the RFP sections, in accordance with MCC Program Procurement Guidelines, which can be found on MCC Web site (www.mcc.gov/ppg). The selection process, as described, includes review and assessment of qualifications and past performance, as well as reference check, before contract awarding. Note that a pre-submission meeting is scheduled on June 16, 2020, as indicated in the Specific Data of the request for proposals, Section II of this RFP (IC 1.4). The subscription of interested Consultants will enable them to be directly informed of potential additional information and/or update of the RFP. Proposals shall be submitted electronically to the link and in the manner indicated at IC 17.3 of the Specific Data of the request for proposals, not later than July 20, 2020 at 3 pm. (Dakar/Senegal time). Note that only proposals transferred electronically, through the Dropbox link indicated in the specific date of the RFP, will be accepted. Please refer to annex 1 of Section II in this Request for proposals regarding the procedure for electronic submission of proposals and give particular attention to requirements related to password and protection for electronic submissions. Submissions for which financial proposals are not password-protected will be rejected. It is not necessary to password-protect technical proposals. However, if a bidder decides to submit a password-protected technical proposal, the password of the technical proposal should be sent to the Procurement Agent (MCAPASenegal@cardno.com) not earlier than July 19, 2020 and not later than 15 minutes before the submission date and time indicated in the specific data of the RFP.
