Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) to Negotiate on a sole source basis in accordance with (IAW) FAR 13.501 with ETS-Lindgren Inc., 1301 Arrow Point Drive, Cedar Park, TX 78613-6936 as the only responsible source that can provide a 5411 GTEM! Test Cell and associated equipment. The USAMRICD requires procurement of the following: one (1) customized 5411 GTEM! Test Cell with Allowance for Custom GTEM Penetrations, AC power filter 0.5 amp, 120 V with binding post, DC power filter 5 amp, 250 V DC with banana jacks, three position Ortho-axis pneumatic manipulator, and one Digital CCTV system including a single-RF shielded camera (fixed direction); one (1) customized Semi-Anechoic Chamber with Allowance for custom chamber penetrations, fire protection accommodations, connection from USAMRICD to the coupler, upgrade to pneumatic assist for the semi-anechoic chamber, and one Model HD CCTV system for the chamber; two (2) Workstation computers to support the CCTV systems, TILE! Software and/or VisionTRX Software, Tile Software for GTEM and Anechoic Chamber, Software Maintenance; one (1) VisionTRX Software and Software Maintenance; and one (1) Frame Grabber for VisionTRX Software. In order to ensure the exact operation and functionality of two High Powered Microwaves (HPMs) with collaborating partners, USAMRICD is required to procure the 5411 GTEM! Test Cell, semi-anechoic chamber, associated software, and other auxiliary items from the same manufacturer (ETS-Lindgren Inc.) to ensure source compatibility for safety and exact usage to meet funding agency milestones. By procuring the identical VisionTRX and Tile! Software, USAMRICD will be able to easily transfer data, specs and controls to and from each system with zero compatibility problems. There are no other sources that provide the 5411 GTEM! Test Cell. ETS-Lindgren is the only known manufacturer of this item. There are multiple vendors that provide semi-anechoic chambers, however, due to the previous testing by USAMRICD�s collaborating partners and established research protocols, USAMRICD requires the procurement of the exact same semi-anechoic chamber utilized by their partners to ensure consistency of data. As a result ETS-Lindgren Inc. is the only contractor that can provide the items listed above. The North American Industry Classification System (NAICS) for this requirement is 334515 and the PSC Code is 6625. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to ETS-Lindgren Inc. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 17 June 2020.
