Description

The U.S. Department of Energy (DOE), Office of Fossil Energy, intends to award a sole source contract to Stanford Center for Carbon Storage (SCCS) for specialized membership to the Stanford University Center for Carbon Storage. This membership will provide studies of: CO2-sequestration simulation studies with emphasis on capillary pressure and permeability heterogeneity, monitoring of CO2 plume and reservoir diagnostics, geochemical processes during CO2 injection coupled with reactive transport modeling, improved process modeling for design operation and risk assessment, and Develop opportunities and challenges associated with the integration and optimization of carbon capture with storage. This award will be a Firm-Fixed Price contract. The North American Industrial Classification System (NAICS) codes is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). DOE is seeking to issue a Firm-Fixed Price contract for a one-year membership subscription to the SCCS, which is a University and Industrial consortium which addresses key issues and challenges associated with carbon capture and storage (CCS) and of concern to the industrial and other government members. DOE is using exemption to competition FAR 6.302-1, Other Than Full and Open Competition. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes DOE should not pursue this sole source contract with Stanford Center for Carbon Storage, then the firm should submit a capability statement and pricing information to daniel.fordham@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This request does not commit the Government to award a contract nor to pay for the cost incurred in the preparation of your proposal. In order to be eligible for award, your firm must have a current DUNS number registered in the System for Award Management.
