This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Northern Research Technical Assistance Center, DUNS: 079181201 FOR : $47,800 ON: 6/5/2020 NAICS: 541620 Environmental consulting services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Northern Research Technical Assistance Center (NORTAC) has been conducting seabird colony count surveys in Prince William Sound (PWS) for the National Fish and Wildlife Foundation in collaboration with the Exxon Valdez Oil Spill (EVOS) Trustees Council and the US Fish and Wildlife Service (USFWS) since 2014. NORTAC has conducted these surveys and data management since 2014 and are in sole possession of the mapped colony plot locations.
