- This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. �No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command (NAVFAC) Pacific, Construction Contracts Branch, is seeking industry feedback and sources (both prime contractors and subcontractors) on the packaging of the following two discrete projects into a single contract for a dry dock facility and a waterfront production facility, Joint Base Pearl Harbor-Hickam, Hawaii. (1) Dry Dock: Constructs a concrete Dry Dock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). The dry dock is a non-relieving gravity dry dock that will be pile supported.� Other work includes demolition, infill of waterways, new portal crane track and new utilities (power, sewer, air, water).� Project site is constrained with limited laydown areas (most laydown areas accessible via water).� Dredging quantities in excess of 250,000 yd3. Concrete quantities in excess of 200,000 yd3.� Rebar quantities in excess of 25,000 tons.� Structural steel in excess of 1,000 tons. (2) Production Facility: Constructs a multi-story concrete and steel supported Waterfront Production Facility (WPF) at PHNSY & IMF. The project will include weight handling cranes, production shop spaces, meeting/conference rooms, break rooms, restrooms, administrative and engineering areas, and project management and project team spaces.� Total building area projected to be in excess of 500,000 SF.� Demolishing or filling in an existing dry dock may also be included as part of this project. The Dry Dock and Production facility construction footprints will overlap each other and both facilities are expected to be built and commissioned concurrently. Early Contractor Involvement (ECI):� NAVFAC Pacific is considering the use of ECI for this project. �ECI is an integrated project delivery method in which (1) the Government, (2) Government�s Designer-of-Record (DOR), and (3) the Construction Contractor (hereinafter referred to as �Contractor�) work together as a team to design the project. The DOR and the Contractor are under separate contracts with the Government. �It is contemplated that the contract will be for preconstruction services which are provided concurrent with the DOR�s design effort. Construction is an option to the preconstruction services contract. �ECI contracts are typically firm-fixed price incentive (successive targets). The North American Industry Classification System (NAICS) may include Subsection 237990 � Other Heavy and Civil Engineering Construction.� The applicable size standard is $39.5 million.� The consolidated estimated construction cost will be between $2,000,000,000 and $4,000,000,000 and targeting FY21 for award.� Any feedback received may be incorporated into any resulting Request for Proposal and available to the public.� Therefore, providing any proprietary information, trade secrets, or any other information deemed source selection sensitive, or any information is at risk of the contractor.
