- Market Street Roof Replacements, Independence National Historical Park, Philadelphia, PA. Replacement of the wood shingle roofs at 314, 316, 318, 320 & 322 Market Street. The work includes all labor, materials and equipment required to successfully complete the replacement of wood shingle roofs and associated roof flashing, sheet metal work and any carpentry repairs required per specifications and drawings attachments. The work will also include minor masonry repair to the masonry of the parapet walls and chimneys above the roofline and will replace seven (7) chimney caps and six (6) chimney flue bird screens. Option is included for a more historically accurate flashing detail in lieu of the current detail. All work is to follow in addition to the Secretary's industry standards of the American Conservation Institute. The work is clearly set forth in the specifications and drawings. The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This contract will be awarded using the Lowest Price Technically Acceptable Source Selection Process in accordance with FAR Part 15 - Contracting by Negotiation. This is a HubZone set-aside acquisition; only HubZone businesses will qualify for award. The NAICS code is 238160, Roofing Contractors with a small business size standard of $15M. In accordance with FAR 36.204, the project magnitude is estimated to be between $500,000 and $1,000,000. Site Visit- a PowerPoint slide show presentation is attached to solicitation. Bidders may make site visit un-escorted prior to response submission if site is open to the public. See FAR Clause 52.236-27 for additional information. Bid Guarantee, Payment and Performance Bonds are required as stated in Block 12. Department of Labor wage rates for Philadelphia County apply and are included as part of this solicitation package.
