- Pre-Solicitation Notice 36C25520R0082 Project: 657-19-117JB, Implement Sterile Processing Service Ventilation Requirements The Jefferson Barracks Division of the St. Louis Health Care System has a need to Implement Sterile Processing Service Ventilation Requirements at the Jefferson Barracks Division of the Saint Louis Health Care System.� The contractor must provide all labor, materials, tools, equipment, supervision and completely prepare site to perform work for project 657-19-117JB, Implement Sterile Processing Service Ventilation Requirements as required by drawings and specifications as follows. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for project 657-19-117JB Offices of Valhalla Engineering, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $500,000.00 to $1,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238220 with a small business size standard $16.5 million. The duration of the project is estimated to be 365 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the General Construction labor for NAICS Code 238220. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, registration in Beta SAM is required and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Beta SAM (System of Award Management) and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov.� The solicitation, including specifications and drawings, will be posted to Contract Opportunities (https://beta.sam.gov) on or about June 5, 2020. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities website, which may be issued to this solicitation. Only one site visit (pre-solicitation) will be scheduled and attendance is encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs.
