- The Memphis VA Medical Center located at 1030 Jefferson Avenue, Memphis, TN 38104 has a requirement in Project #614-189-106, to Replace the Plumbing, Piping and Fixtures in an effort to correct current deficiencies in the plumbing system. The medical center campus has numerous plumbing deficiencies that need to be corrected. Changes to the medical center have left unused water branches and dead legs, which have the potential to become a source where Legionella and other bacteria can grow. VA Directive 1061 requires continuous monitoring of pressure, temperature, pH, dissolved solids, and oxidant residual of the water incoming from the local utility company. NAICS Code 238220 is applicable to this requirement. The small business size standard is $16.5M. The Product Service Code (PSC) is Z1NB. The project magnitude is between $5,000,000.00 and $10,000,000.00. Work shall include, but is not limited to general construction, plumbing, electrical, monitoring equipment, controls, architectural, and related trades as necessary for a complete project as related to dead end removal, water heater replacement, hot water circulation pump replacement, balancing valve replacement, new medium pressure steam supply pipe, new condensate return pipe, new high pressure steam to medium pressure steam pressure reducing station, new steam pressure relief valve vent piping, new cold water pipe for heater replacement, new hot water pipe for heater replacement, new hot water return pipe for heater replacement, and new insulation for all associated pipe. Water heaters shall be installed, tested, and operational at one location/building before start of construction at any subsequent location/building. Building/location sequence will be coordinated and scheduled with VA COR. BID ITEM 1 Base Bid also includes additional installed ball valves, blocking valves, insulation footage of existing domestic water pipe, and asbestos containing materials removal and disposal identified as quantity allowances. Qualified contractors with a history of mechanical, HVAC, Air-Conditioning, Boilers, Heat-exchangers, Chillers, Chilled-Water system, Plumbing, Piping fixtures are encouraged to participate. This procurement will be procured as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) concern under the authority of 38 U.S.C. 8127(d). This action will be procured as a Lowest Price Technically Acceptable (LPTA) source selection process in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The solicitation, evaluation factors, past performance questionnaires will be available for download at https://www.beta.sam.gov on or by June 29, 2020. No questions or RFI s will be entertained until the solicitation has been posted.
