FIRST AMENDMENT TO COMBINED SYNOPSIS/SOLICITATION: 1. Contract Documentation --- No page limit --- *** One (1) electronic copy *All volumes are due by 2:00 PM CDT on 1 July 2020� END OF 1ST AMENDMENT DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND SOLICITATION FA4600-20-Q-0007. QUOTATIONS ARE BEING REQUESTED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC-89) �Vendors must submit all questions concerning this solicitation in writing to the contracting officer within ten (10) days of the posting. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. This RFQ is conducted under the authority of FAR 13 Simplified Acquisitions with the associated North American Industrial Classification System (NAICS) code of 611310, Colleges, Universities, Professional Schools, with a small business size standard of $30M. This requirement is being competed as full and open competition. DESCRIPTION OF REQUIREMENT: Strategic Leadership Fellows Program (SLFP) The Contractor shall provide all personnel, equipment, tools, supervision and other items and services to perform a custom-tailored, professional development program which includes one (1) three credit hour (letter graded) graduate-level program for 10 United States Strategic Command (USSTRATCOM) civilian employees during the fall term of the base period and during the fall term of each of the four (4) one-year option periods. The program shall cover techniques for team building, collaborative leadership, interpersonal collaboration, conflict resolution, consensus-building, creative problem solving, negotiation, facilitation, group process design and collaboration engineering utilizing specific topic areas in accordance with the Performance Work Statement (PWS). The�PWS is set forth in Solicitation FA4600-20-Q-0007. Please submit a quote for Strategic Leadership Fellows Program that meet the requirements set forth in the PWS and the solicitation. All communications and documents must include the solicitation # FA4600-20-Q-0007. Vendor shall clearly demonstrate its ability to meet the technical requirements and deliverable schedule as outlined in this solicitation. BASIS OF AWARD: Award shall be made to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications outlined in the solicitation. This will be a firm fixed price contract. The Government intends to evaluate quotations and issue a contract based on the evaluation factors set forth in the solicitation in 52.212-2 and the Addendum to 52.212-2, Evaluation Factors for Award.
