- Description
- The National Geospatial-Intelligence Agency (NGA) intends to issue a Request for Proposal (RFP) for the acquisition of geospatial content as dynamic and static vector tiles for NGA.� This contract provides the enhancements, extensions, and sustainment of the Vector Tiles Micro-Services (VTMS) framework and metrics via dashboards to support monitoring data and data services consumption. It requires processing of traditional GEOINT data (e.g. vector, raster and grid) to vector tiles to ensure the data remains optimized for vector tiles dissemination in multiple projections as a part of vector tiles services. The vendor will enhance, extend and sustain existing framework to achieve the following capabilities: -Serve static and dynamic vector tiles -Serve vector tiles stylesheets to reflect NGA products -Serve data and products in multiple projections (EPSG 3395 and EPSG 4326) -Generate raster tiles and cache -Service endpoints shall adhere to Open Geospatial Consortium (OGC) standards -Enable customers to query the data The vendor shall provide geospatial content as dynamic and static vector tiles and automated product updates, such as Basemaps and standard Foundation products (e.g. military maps and charts) with global coverage, while sustaining an operational framework that auto scales on demand. The work includes ensuring backend data services are exposed to increased usage of vector tiles and monitoring customer usage metrics. The vendor shall adopt best practices from Scaled Agile Framework (SAFe), NGA�s development practices and adhere to NGA�s Integrated Program Office�s (IPO) chosen development cycles. For the following requirements, the detailed development and sustainment tasks will be further defined with the development team during Release and Sprint planning sessions to achieve deliverable outcomes. The vendor shall enhance, extend and sustain: An existing framework with features and capabilities as required. Open source map servers (e.g. TileserverGL (graphics library) and others) to serve static and/or dynamic vector tiles. An auto-scaling capability to ensure performance, usability, efficiency for VTMS. A DevSecOps and Continuous Integration (CI)/Continuous Deployment (CD) pipeline. Multiple map projection data services. A test client (test User Interface (UI)) to validate vector tiles data processing and visualization. VTMS capabilities and documentation across multiple cloud fabrics as required. Automated data updates capability. Existing data and products. VTMS service end points, including OGC standards to support vector tiles data dissemination (e.g. web mapping tile services (WMTS), such that VTMS offers OGC standards with vector tiles extension. Ensure adherence to tile standards and updates adopted by OGC. The vendor shall be able to perform framework migration and deployment from one Virtual Private Cloud (VPC) to another (e.g. from Integrated Program Office � Data Services (IPD) to Integrated Program Office � Foundation (IPF)), on multiple domains (Unclassified Cloud (UC), Secret Cloud (SC), and Top Secret Cloud (TC)) when necessary, and/or to another on premise environment. The vendor shall continue to assess and identify capability bottlenecks with military customers (e.g. Army Geospatial Center (AGC)) to support users in low bandwidth and disconnected environments with continued operational capabilities of vector tile (VT) data and products. Vector Tiles Data Services The vendor shall: Data and Data Service Consumption Metrics Dashboards The vendor shall: -Enhance, extend and sustain metrics dashboards. -Stream customer usage metadata to a UI/dashboard from Application Programing Interface (API) mediation layer for NGA service endpoints. -Provide summary statistics on Foundation GEOINT data in enterprise data store. Integration The vendor shall: Basemap Stylesheets Provide seven (7) style.json stylesheets to reflect existing NGA basemap products (NGA Streets and NGA Canvas Suite), building to 20 - 24 zoom levels with global coverage. The Canvas Suites include Midnight, Gray, Slate, Midnight Light, Gray Light, and Slate Light. The three light versions use the same data sources but less data are shown. NGA current has existing drafts for NGA Streets Basemap, Gray and Slate, which will be used as the base to begin the work. �� �Vendor shall provide advanced extract-transform-load (ETL) geospatial data processing and transformation to open source vector tiles skills experience. Experience provisioning cloud resources to perform ETL is required. Detailed style.json stylesheet generation to reflect existing products is absolutely a must. Develop custom graphic design for icons to create sprites as needed. Exceptional cartography is expected. The vendor shall adopt best practices from Scaled Agile Framework (SAFe), NGA�s development practices and adhere to NGA�s Integrated Program Office�s (IPO) chosen development cycles. For the following requirements, the detailed development and sustainment tasks will be further defined with the development team during Release and Sprint planning sessions to achieve deliverable outcomes. Provide style sheet in style.json format following Mapbox style specification, and be read by other open source tools such as mbstyle plug-in. Codify as the stylesheets are developed. Adhere to internal VTMS stylesheet naming convention and standards. Adhere to the latest version of NSG Vector Tiles Interoperability Standard (VTIS) for data and stylesheets guidance. Specific details defined during Sprint Planning for the following tasks: Ensure the tiles remain performant to achieve best user experience (e.g. Less than 500KB per tile). Develop graphic designs for custom icons for sprite generation as needed. Enhance cartographic displays and labeling. Provide stylesheets with two outputs to serve static and/or dynamic vector tiles. Shall transform data sources, currently 12-15, from traditional formats (.shp, .gdb, raster, etc.) to vector tiles data format (.pbf, .mbtiles, .geojson, .mvt, etc.) in order to accompany the basemap stylesheets. All seven basemap stylesheets will rely on data from the same data sources. The total anticipated period of performance is 1 base year plus 4 option years.� The solicitation will be issued under full and open competition.�� The applicable NAICS code is 541360 and the Product Service Code is T099.��� The Government intends to award a supply contract utilizing FAR Part 15 procedures.
