- � Notice of Intent: Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, New England District intends to require, on a sole source basis, a brand name requirement for the manufacturer Contech Engineered Solution LLC to supply the engineered package Jellyfish stormwater treatment system to treat the stormwater discharge of the proposed Fuel Storage Facility at Quonset Air National Guard (ANG) in North Kingstown, RI. Quonset Air National Guard fuel storage area has been designated as a Land Use with Higher Potential Pollutant Load (LUHPPL) site where infiltration of the stormwater into the ground is not allowed.� All stormwater will need to be treated prior to discharge.� The Jellyfish filter system is being proposed for the project stormwater management to comply with the National Pollutant Discharge Elimination System (NPDES) Phase II, Storm Water Regulations as required by the Rhode Island Department of Environmental Management (RIDEM) and Coastal Environmental Management Council (CRMC).� The Jellyfish filter is an engineered package stormwater treatment system, meeting the compliance stated above, with the following salient characteristics. Removes pollutants by the following unit treatment processes: sedimentation, floatation, and membrane filtration. Removes oil, debris, trash, coarse and fine particulates, particulate?bound pollutants, metals and nutrients from stormwater during runoff events. Utilized an external bypass to divert excessive flows. Where an internal bypass is utilized, the system is equipped with a floatables baffle. Bypass water has been designed to preclude passing through the treatment sump or cartridge filtration zone. Treats 100% of the required water quality treatment flow based on a maximum design flux rate (surface loading rate) across the membrane filtration cartridges not exceeding 0.21 gpm/ft2 (0.142 lps/m2). Field tested and verified with a minimum 25 qualifying storm events and field monitoring conducted according to the Technology Acceptance Reciprocity Protocol (TARP) Tier II field test protocol, and has received New Jersey Corporation of Advanced Technology (NJCAT) verification for Stormwater Best Management Practice Demonstrations.� Through reciprocity, this system has obtained pre-approval by the Rhode Island Department of Environmental Management (RIDEM) to meet the protocol for stormwater treatment Best Management Practice.� Minimum median total suspended solid (TSS) removal efficiency of 85% and a minimum median suspended sediment concentration (SSC) removal efficiency of 95%. Captures fine particles as indicated by a minimum median removal efficiency of 75% for the particle fraction less than 25 microns, an effluent d50 of 15 microns or lower for all monitored storm events, and an effluent turbidity of 15 nephelometric turbidity units (NTU) or lower. Minimum median Total Phosphorus removal of 55%, and a minimum median Total Nitrogen removal of 50%. Minimum median Total Zinc removal of 50%, and a minimum median Total Copper removal of 75%. The vertical orientation of the treatment process packaged in a pre-engineered self-contained compact unit is uniquely suitable for use in the tight site. Modest first cost and ease of installation. Simple maintenance requiring only routine replacement of its internal filter cartridges. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above.� The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent.� All responses received within 15 days of the posting of this notice of intent will be considered by the Government.� A determination by the Government to require the brand name for the Jellyfish filter system for the Quonset Point ANG Fuel Storage procurement based on this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.
