NOTICE OF INTENT TO PROCURE. TRIPLE QUADRUPOLE (QQQ) DETECTOR (GC QQQ) FOR DEPT OF NAVY, THE UNITED STATES NAVAL FUELS & LUBRICANTS LABORATORY,�NAVAL AIR STATION PATUXENT RIVER, MD The Government intends to sole source this requirement to Agilent Technologies, Inc, 701 Digital Drive, Suite D, Linthicum, MD, 21090.� The purpose of this notice is to perform market research to see if any other vendor�s exist that are capable of providing the equipment as specified below: �CLASSIFICATION: Product Service Code:� 6640� ���Laboratory Equipment and Supplies NAICS Code:�� 334561��� Analytical Laboratory Instrument Manufacturing Place of Performance: Naval Air Station Patuxent River, Maryland� 20670 DESCRIPTION: The United States Naval Fuels & Lubricants Laboratory located aboard Naval Air Station Patuxent River, PSEF is a leader in the advanced chemical analysis of the bulk and trace components of middle distillate fuels and turbine engine/helicopter gearbox oils. A triple quadrupole (QQQ) detector (GC QQQ) is used to perform fuels and lubricants analysis. The PSEF Chemistry laboratory currently has a single quad (Q) mass spectrometer detector from Agilent Technologies, Inc. that is used to analyze aviation fuels and lubricants sample. However it is approximately 15 years old and approaching the end of its service life. This detector is on a gas chromatography (GC) instrument and the system runs 3-5 routine fuels and lubricants test methods multiple times throughout the year. We would like to replace it with an upgraded triple quadrupole (QQQ) detector, which would allow more advanced fuels and lubricants analysis to be performed. This detector would also be a backup to the current fuels GC-QQQ, which is approx. 10 years old and approaching the end of its service life. This instrument is down for repairs over 15 % of the year. GENERAL REQUIREMENTS: 1. All components of the system and software shall be manufactured and serviced by the same ��� company/organization. A maintenance/service contract will follow upon purchase of this equipment. 2. The instrument shall be able to run the following in-house analysis methods: Acid Assay Fuel in Turbine Oil/Gearbox Oil/Hydraulic Fluid JP-10 purity (Chemical Analysis Requirement (wt%) in Table 1 in MIL-DTL-87107, Determination of Phenolic Antioxidant Content in Middle Distillate Fuels (SOP ID: NFLCFT-5006) 3. The detector must connect to our existing 7890 Agilent GC Instrument and be compatible with software ��� �that can control both the 7890 GC and triple quad mass spectrometer simultaneously. 4. The software shall: Run on Windows 10 or higher operating systems, 64 bits. Provide a single point of control for all of the system�s components, features, and functionality and allow data processing concurrent with sample analysis. Be able to run at the same time as other programs on the computer such as Spreadsheet software. Be able to control both the current 7890 GC and new triple quad mass spectrometer simultaneously. Be easy to use and able to automatically load a pre-set method so the analysis can be started immediately without method development or alignment, and with minimal training, saving time������������ ensuring stable, accurate, and reproducible performance. Be able to provide fast multi-element analysis, simultaneous data collection, and ready retrieval of raw data files.
