- NOTICE OF INTENT TO SOLE SOURCE Annual Maintenance and Support for FICO Xpress Solver Software Announcement Type: Special Notice Announcement Number: NIST-NOI-20-01778 PSC Code: D319 - IT and Telecom- Annual Software Maintenance Service Plans Subject: Annual Maintenance and Support for FICO Xpress Solver Software � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Fair Isaac Corporation located at 181 Metro Drive, Suite 700, San Jose, California, 95110-1346. The purchase order will be for four years of FICO Xpress Solver software maintenance and support. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541519 � Other Computer Related Services with a size standard of $30 Million. Description The contractor shall provide four years of standard annual software maintenance and support for NIST�s FICO Xpress Solver license. Maintenance and support shall include provision of new software versions and service releases, including bug fixes and new features, and technical support via email and telephone as needed.� Sole Source Determination The sole source determination is based on the following: � The National Institute of Standards and Technology (NIST) owns an 8-core server FICO Xpress Solver software license and uses this software as part of its research efforts related to facilitating community resilience planning. The FICO Xpress software has been in use for the last two years and serves as the search engine for community resilience strategies. It is a key part of NIST�s Alternatives for Resilient Communities software tool development efforts. Only this software will suffice to ensure continuity of NIST's research efforts and, to ensure continued full function of the owned software license, software maintenance and technical support is required. FICO Xpress software is proprietary to its developer, the Fair Isaac Corporation (FICO), and FICO only sells the software and maintenance support services directly. No other company is capable of providing the required software maintenance and support services. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than 6/10/2020 at 11:00 AM Eastern Time.
