- The Indian Health Service (IHS) mission is to raise the physical, mental, social, and spiritual health of American Indians and Alaska natives to the highest level.� This includes providing direct medical care and well as preventative health support through a variety of programs.� GIS within IHS is still in its infancy.� The IHS through the Office of Environmental Health and Engineering has implemented a GIS program comprised of an on-premise GIS portal, software subscriptions, and various technical support contracts.� The GIS portal is shared with several other IHS programs to collect and share data.� Recently, the portal and its associated infrastructure support system has become a key element for the agency in supporting the COVID-19 response.� Within a span of a few months, several key applications have been developed to track COVID-19 data in our medical facilities.� Over 250 new users have been added along with several hundred new user groups that utilize service filtering tools to control data visibility and access.� Data is entered throughout the day with peak times in the evenings.�� In addition, the system is seeing significant increases in map and application views.� One COVID-19 related map has experienced approximately 15,000 view within the first 14 days of being launched.� In order to provide the most current data to users, the maps and apps are refreshed constantly and feed multiple databases and dashboards.� As a result of this increased demand, the system is experiencing latency and there are concerns that the infrastructure may be reaching peak capacity. In addition to the current GIS infrastructure loads, requests have been made to add additional applications to track other COVID-19 related response programs.� Before agreeing to those requests, IHS OEHE wants to ensure that the system is capable of handling the additional loading without causing outages or additional latency.� The purpose of the proposed requirement is to provide technical services to evaluate the existing infrastructure, identify max system capacity, recommend system improvements to increase system capacity, and provide technical assistance/support over a period of one year to address IHS GIS infrastructure needs.
