Description
DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT � SOURCES SOUGHT NOTICE FOR A KVM SWITCH SYSTEM.� The purpose of this Sources Sought Notice (SSN or Notice) is to gather information about KVM Switch Systems available in the market. The Office of the United States Senate Sergeant at Arms (SAA or Senate) seeks to identify capable sources of KVM switch systems that can potentially replace the current KVM switch system (KVM system) of the Senate Recording Studio (SRS). Responses to this SSN will assist the SAA in reviewing the current KVM systems offered in the marketplace that meet the SAA�s requirements and guidelines below. The SAA requests responses outlining KVM systems that meet or exceed the requirements set forth herein and provide a description, including the scope, services offered, and method of implementation. THIS IS A REQUEST FOR INFORMATION ONLY. This SSN is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor a promise to issue an RFP or RFQ in the future. This SSN does not commit the SAA to contract for any supply or service. The SAA will not accept unsolicited responses, quotes or proposals or pay for any information or administrative costs incurred in responding to this SSN. All costs associated with responding to this SSN will be solely at the interested party�s expense. This synopsis contains the currently available information and is subject to change at any time. It is the interested party�s responsibility to monitor this site for additional information pertaining to this Notice. REQUIREMENTS: All requirements listed below are mandatory and stated as minimum unless otherwise noted. Each item in the following sections requires a response.� A. Mandatory Requirements 1.��� Identify the KVM system and major components that fully meets the functionalities, features or specifications listed below by its respective manufacturer, brand name, and particular model with brief and concise descriptions of their major functionalities, features or specifications. a. �� KVM system must be single matrix capable of supporting, at a minimum, 132 servers and 46 user stations, and must be scalable to support up to an overall maximum combined total of 288 servers and user stations.���������� b.��� KVM system must support Ethernet cable distances of a minimum 200 feet between user stations and the matrix.� c.��� KVM system must support at least 10 user stations with virtual media, audio, USB and dual monitor capability. d.��� KVM system must provide non-blocking access to all servers. e.��� KVM system must provide VPN access to the matrix. f.���� KVM system must be capable of share mode that allows a set number of users to view simultaneously the same server, with only 1 user having control over the server at a time. g.��� KVM system must have levels of security for server access, i.e. KVM system must have logon password protection at each user station to restrict selected users from access to certain servers. h.��� KVM system must provide a failover redundant controller card or module in the matrix. i.���� KVM system must have administrator login with exclusive rights to manage the system. j.���� KVM system must have the following video connections to the servers: �������������� DisplayPort for 35 servers �������������� DVI for 12 servers �������������� VGA for 85 servers k.��� KVM system must be able to support a minimum of 10 user stations and servers with up to 4k screen resolutions. l.���� KVM system must have capability for two user stations that can display up to four servers onto one monitor with one mouse and one keyboard control. m.�� KVM matrix and server nodes must fit into EIA standard 19� broadcast or IT racks. Other Requirements � 2.��� Please list any additional video monitor connections the KVM system can support. 3.��� Please specify the life cycle of KVM system itself, its manufacturing life cycle, and support life cycle.�� 4.��� Given the functionalities, features or specifications above, what does the KVM system require for cabling?� Please specify. B. Guidelines In addition, Vendors or their KVM system products must qualify under the following guidelines: KVM system must be a COTS product. The SAA will not evaluate or consider custom or uniquely customized products or solutions, nor will they consider solutions designed on top of another KVM product. Vendors responding to SSN and KVM system proposed must from be U.S. companies and based in the United States. The SAA will evaluate the SSN responses to qualify them for the next round of procurement consideration, if any.� NOTE:� Vendors whose SSN responses are not selected for the next round of procurement consideration, if any, will not be debriefed nor provided information on the evaluation of their response. Vendors whose SSN responses are deemed qualified by the Senate will be invited to the next round of procurement consideration, if any, in a format deemed appropriate by the Senate. The SAA will notify these Providers directly wherein the format for this next round of procurement will be announced.� INSTRUCTIONS: Vendors should respond to this Notice by submitting an information package in accordance with the following instructions. 1 - Vendors must submit the following in their response to this SSN � a) A narrative identifying the proposed KVM System, with a brief and concise description of the KVM system proposed (see no. 1. of A. Mandatory Requirements), scope of services offered and method of implementation for the proposed KVM system. b) For each mandatory requirement listed under A. Mandatory Requirements above, Vendor must state if proposed KVM system meets the requirement or not, and provide a concise explanation for meeting the requirement or not. c) For 2., 3., and 4. under Other Requirements, please provide the information asked for. d) For guidelines 1. and 2. under section B. Guidelines above, the KVM system providers must provide specific information for meeting each guideline. e) Business information including the following � Company Name and; Division or Department (if applicable); Submitter�s Name; Company/Division/Department Address, Telephone and Fax Numbers; Point of Contact (if different from Submitter), Title or Position, Mobile Number and Email Address; Company SAM Registration, CAGE, or DUNS and Tax Identification numbers 2 - The response shall not exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. SAA access to information in any files attached to the response is the submitting party�s responsibility. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. 3 - Responses to this Sources Sought Notice are due to the SAA on June 15, 2020, and shall be submitted electronically, via email, to the attention of Cora R. Carag at acquisitions@saa.senate.gov. The subject line of the email message shall be: �SSN 2020-S-00016 entitled ""SRS KVM Switch System.� No other method of transmittal will be accepted. The information contained in this Notice is the most current and the only information provided by the SAA during this phase of the Sources Sought process.� It is the responsibility of the potential Offerors to monitor this site for additional information, if any, pertaining to this requirement. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY QUESTIONS OR REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED OR ACCEPTED.
